Կապիտուլյացիոն համաձայնագրի ստորագրումից հետո Հայաստանի կառավարությունը մի ձեռքով Թուրքիայի հետ տնտեսական կապերի ակտիվացման դուռը բացելու բանալին է փնտրում, մյուսով` 2021 թվականի հունվարի 1-ից 6 ամսով փակել է Թուրքիայից Հայաստան ապրանքներ ներմուծելու դուռը: Արգելք կա ընդհանուր 2285 ապրանքատեսակի վրա, բայց այն չի վերաբերում հումք համարվող իրերին՝ կտորեղեն, մետաղական, քիմիական նյութեր, աքսեսուարներ, թել և այլն:

Օրինակ՝ չի թույլատրվում պատրաստի ջինսե տաբատ ներմուծել, բայց փոխարենը կարելի է ջինսե կտոր բերել Հայաստան ու տեղում այն արտադրել: Բացի այդ՝ հնարավոր է նաև Թուրքիայից ներկրել շինարարական արտադրության համար նախատեսված այնպիսի ապրանքներ, որոնք այլընտրանքային շուկաներում նպատակահարմար որակ և արժեք չունեն:

Էկոնոմիկայի նախարարության Եվրասիական տնտեսական միության և արտաքին առևտրի վարչության պետ Նաիրա Կարապետյանը Tert.am-ի հետ զրույցում նշեց, որ փետրվարի 4-ին օրենքում փոփոխություններ են արվել, որոնց համաձայն՝ ամբողջական արգելք է դրվել թուրքական ծագում ունեցող կենդանական և բուսական ծագման արտադրանքների, ինչպես նաև սննդամթերքի ներմուծման վրա, բայց դա միանշանակ բոլորի վրա չի տարածվում. «Այն գործարարները, որոնք մատակարարման պայմանագրեր են կնքել մինչև այս որոշումն ընդունվելու օրը՝ 2020 թվականի հոկտեմբերի 20-ը, թույլատվություն են ստացել շարունակել ներմուծում իրականացնել նաև 2021 թվականի ընթացքում»:

Փոքր և միջին բիզնեսով զբաղվողները Tert.am-ին պատմեցին, որ չնայած թուրքական ծագման ապրանքների ներկրման արգելքին՝ ավելի հնարամիտները զարտուղի ճանապարհներով կարողանում են թշնամի երկրից ապրանք բերել Հայաստան:

Համաձայն վիճակագրական տվյալների՝ Թուրքիայի հետ Հայաստանի ապրանքաշրջանառությունը 2019-ին եղել է 6-րդ տեղում, իսկ 2020-ում՝ 7-րդ-ում։ Միայն նախորդ տարվա մինչև սեպտեմբեր թշնամի երկրից Հայաստան է ներմուծվել ավելի քան 230 մլն դոլարի ապրանք: Թիվը մտահոգիչ է համարում «Հայրենական ապրանք արտադրողների միության» նախագահ Վազգեն Սաֆարյանը. «Այսպիսի անհավասար առևտուր մենք որևէ երկրի հետ չունենք: Պատկերացրեք 2019-ին 268 մլն դոլարի թուրքական ապրանք է մտել Հայաստան, փոխարենը՝ արտահանվել է 2 մլն դոլարի ապրանք»:

Հայ գործարարների համար որպես այլընտրանքային շուկա են համարվում՝ Ռուսաստանը, Չինաստանը, Վրաստանն ու Իրանը, բայց դրանք շատերի համար ձեռնտու չեն ֆինանսական տեսանկյունից: Նաիրա Կարապետյանի խոսքով՝ Հայաստանը չի կարող մաքսային արտոնություններ տրամադրել Թուրքիայից ապրանք բերողներին, որ այլ շուկաների հետ սկսեն աշխատել, քանի որ դա կարգավորվում է միայն ԵԱՏՄ դրույթներով:
