ՀՆԱ-ն՝ համավարակի շեմին, հեղափոխական փոփոխություններ չեն եղել․ Արա Գալոյանը

ՀՆԱ կառուցվածքից նկատելի է, որ էական (կամ եթե կուզեք՝ հեղափոխական) փոփոխություններ չեն եղել։ Այս մասին հայտարարություն է տարածել տնտեսական մեկնաբան Արա Գալոյանը։

«Հիմա հրապարակվող տնտեսական հաշվետվություններն ուսումնասիրվում են երկու տեսանկյունից: Նախորդ տարվանից համեմատությունների ընթացքում ուսումնասիրվում էր, թե ի՞նչ փոփոխությունների է ենթարկվում տնտեսությունը 2018-ի երկրորդ եռամսյակից: Այս տարի փոփոխությունների իր սանդղակն «ավելացրեց» համավարակը: Հետևաբար այս տարվա առաջին եռամսյակի տնտեսական հաշվետվությունների պատկերները նախահամավարակային իրավիճակի վերջին արձանագրումներն են:

Հետո հրապարակվող հաշվետվությունների բացասական բոլոր թվերը կարելի է «բացատրել» համավարակի պատճառով սկսված համաշխարհային տնտեսական ճգնաժամի ազդեցությամբ: Իսկ մինչ այդ կարելի է համեմատել, ասենք, վերջին երեք տարվա ՀՆԱ առաջին եռամսյակների կառուցվածքը: Համադրել՝ տեսնելու՝ ինչ գործընթացներ են արդեն արձանագրվել: Ի վերջո, տնտեսությունը իներցիոն հսկայական թափ ունի և ՀՆԱ կառուցվածքից նկատելի է, որ էական (կամ եթե կուզեք՝ հեղափոխական) փոփոխություններ չեն եղել: Բայց նկատելի գործընթացներ սկսվել են:

Խոսքն առաջին հերթին տնտեսության իրական հատվածի կրճատման մասին է: Գյուղատնտեսության ոլորտում հիմա պաշտոնական ամենամոդայիկ թեման նոր տեխնոլոգիաների, նոր ջերմոցների ու նոր կամ խելոք անվանվող տնտեսությունների ներդրման պնդումներն են: Բայց, չգիտես՝ ինչու, «խելոք գոմի» մասին հերթական ճառից հետո ՀՆԱ-ում գյուղատնտեսության մասնաբաժինը կրճատվում է: Առաջին եռամսյակը գյուղատնտեսական չես համարի: Բնականաբար: Բայց հենց առաջին եռամսյակների համեմատականի մեջ պիտի որ նկատելի լինեին ջերմոցների գործունեության արդյունքները: Եթե դրանք կան: Բայց գյուղատնտեսության կշիռն առաջին եռամսյակի մեջ նվազում է: 2018թ․-ին այն 6 տոկոս էր, 2019-ին՝ 4,9, իսկ հիմա՝ 4.7:

Հաջորդ խոշոր ոլորտը արդյունաբերությունն է: Արդյունաբերությունը ու ճիշտ նույն տենդենցը (արդյունաբերության տվյալներում ներառվում է նաև էներգետիկայի ոլորտը): 2018-ի առաջին եռամսյակի ՀՆԱ-ի մեջ այն 21.3 տոկոս էր, 2019-ինի՝ 20.6, իսկ այս տարի 20.4:

Ոչ մի տարբերություն շինարարության պարագային՝ 2018-ի ՀՆԱ առաջին եռամսյակի կառուցվածքում 3.8 տոկոս, 2019-ի՝ 3.5, 2020-ի՝ 3.1:

Տնտեսության իրական հատվածի դերն, իհարկե, տարեկան կտրվածքով ավելի մեծ է: Առաջին հերթին սեզոնայնության պատճառով՝ գյուղատնտեսության, շինարարության և արդյունաբերության ոլորտում մշակող արդյունաբերության համար ամառ-աշունն ավելի բարենպաստ ու արգասաբեր սեզոն է: Բայց միևնույն է կարելի արձանագրել, որ իրական այս հատվածների կրճատման «հաշվին» աճում է առևտրի ու ծառայությունների մասնաբաժինը:

«Ի՞նչ ասել է ծառայությունների ոլորտ» հարցի պատասխանը լայն հասարակությունը ստացավ 2018-ի ամռանը: Այդ պահին իներցիոն գործընթացների հաշվին «շնչող» տնտեսության պարագային Տնտեսական ակտիվության ցուցանիշը հանկարծակի աճել էր: Հետո վարչապետը բացատրեց, որ դա կատարվել էր խաղադրույքների ակտիվացման պատճառով: Ճիշտ այդ պահից շատ փորձագետներ իզուր ջանքներ են գործադրում՝ փորձելով իշխանության ուշադրությունը բևեռել ՀՆԱ «վատ» կամ «թունավոր» կառուցվածքի վրա: Առևտուր ու ծառայություններ ոլորտի մեջ զվարճանքների ու մոլախաղերի «ներգրավում-աճը» դրական երևույթ չես համարի: Դրանք 2018-ի առաջին եռամսյակում կազմում էին ՀՆԱ 57.5 տոկոսը, 2018-ի՝ 57.5, իսկ այս տարի՝ 61.1 տոկոսը: Թռիչքաձև աճն ակնհայտ է:

ՀՆԱ կառուցվածքային բացասական փոփոխությունների գործընթացները նախկինում բավարար ուշադրության չարժանացան: Հիմա հետաքրքիր է՝ ինչ արդյունք կունենանք համավարակի շրջանի տնտեսական կյանքում»,- ասված է հայտարարությունում։
