Մարդու իրավունքների պաշտպան Արման Թաթոյանը հայտարարություն է տարածել՝ տեղեկացնելով, որ Ադրբեջանում ապօրինաբար պահվող հայկական կողմի բոլոր գերիների անհապաղ վերադարձի հարցով այսօր դիմել է Եվրոպայի խորհրդի Նախարարների կոմիտե:

Ներկայացված հատուկ հաղորդումը կապված է այն փաստի հետ, որ 2021թ. մարտի 9-ին ՄԻԵԴ-ը հրապարակային ծանուցում է ուղարկել Նախարարների կոմիտե՝ նշելով, որ Ադրբեջանի կառավարությունը չի պահպանում գերիների հարցով դատարանի սահմանած ժամկետները, դատարանին տրամադրում է ընդհանրական ու սահմանափակ տեղեկություններ:

ՀՀ մարդու իրավունքների պաշտպանի հաղորդման մեջ ցույց է տրված, որ ադրբեջանական իշխանությունների պահվածքը կոպտորեն խախտում է միջազգային պահանջները՝ գերիներին ներկայացնելով «ահաբեկիչներ» կամ «դիվերսանտներ»:

Հայկական կողմի բոլոր զինծառայողները եւ քաղաքացիական անձինք ադրբեջանական զինված ուժերի կողմից գերեվարվել են ընթացիկ, շարունակվող զինված հակամարտության պայմաններում, հետեւաբար՝ նրանք բոլորն էլ կարգավիճակով գերիներ են, պետք է անհապաղ ազատ արձակվեն եւ վերադարձվեն հայրենիք՝ առանց որեւէ քաղաքական կամ այլ նախապայմանի։

Ադրբեջանական իշխանություններն արհեստական ձգձգում, քաղաքականացնում են գործընթացը՝ կոպտորեն ոտնահարելով գերիների եւ նրանց ընտանիքների իրավունքները, նրանց պատճառելով տառապանքներ եւ առաջացնելով լարվածություն հասարակությունում:

Բացարձակ դատապարտելի է, որ ադրբեջանական իշխանությունները չեն հրապարակում իրենց երկրում ապօրինի պահվող հայկական կողմի գերիների իրական թիվը: Նրանք դրանով կրկնակի տառապանքներ են պատճառում անհայտ կորած անձանց ընտանիքներին, քանի որ նրանց համար առավել եւս անորոշ է դառնում վիճակը եւ սա էլ այն ֆոնին, որ ադրբեջանական իշխանություններն անընդհատ խոչընդոտում են մարմինների որոնողական եւ հայտնաբերման աշխատանքները:

Այս հարցերի բացարձակ հրատապությունը պետք է դիտարկել նաեւ Ադրբեջանում պետական մակարդակով հայատյացության եւ թշնամանքի քաղաքականության համատեքստում:

Եվրոպայի խորհրդի Նախարարների կոմիտեին ուղղված դիմումում ներկայացված է մարդու իրավունքների պաշտպանության միջազգային պահանջների հանգամանալից վերլուծություն, կոնկրետ օրինակներով ցույց են տրված մարդու իրավունքների խախտումները եւ բարձրացված է գերիների անհապաղ վերադարձին աջակցելու հարց:

Այս ամենի հետ միասին, ՀՀ մարդու իրավունքների պաշտպանը հատուկ արձանագրում է, որ ՀՀ պետական մարմիններն ու պաշտոնատար անձինք պարտավոր են գերիների եւ անհայտ կորածների ընտանիքների հետ ապահովել պատշաճ հաղորդակցություն, նրանց տրամադրել սպառիչ տեղեկություններ, գործել համակարգված, ինչպես նաեւ ուշադիր լինել սեփական յուրաքանչյուր խոսքի նկատմամբ՝ բացառելու համար որեւէ լարվածություն»:
