Պետք է խոստովանել, որ «Հայոց Արծիվներ. Միասնական Հայաստան» կուսակցությունը թերևս եզակի ուժ է, որը Հայաստանի զարգացման իր տեսլականը կառուցում է բացառապես ազգային հենքի վրա։ Խաչիկ Ասրյանի՝ Ռազմական և Սոցիալական Հայաստան կառուցելու Ազգային Ծրագրի գլխավոր դրույթներն արդեն հրապարակվել են և քաղաքական այդ ուժն ակնկալում է ժողովրդի աջակցությամբ Հայաստանում իշխանության գալով՝ առաջիկա մեկ տարվա ընթացքում սկսել և իրականացնել Սահմանադրական հանրաքվե. Հայաստանի կառավարման համակարգը դարձնել նախագահական, փոխել դատաիրավական համակարգը՝ Հայաստանում հաստատելով օրենքի դիկտատուրա:

Ասրյանը նպատակադրված է 1988 թվականի դեկտեմբերի 7-ին Հայաստանում տեղի ունեցած երկրաշարժի պատճառով անտուն մնացած բոլոր ընտանիքներին ապահովել բնակարաններով: Հայոց Արծիվներ կուսակցությունը հաղթանակի դեպքում Հայաստանի և Արցախի սահմանները պաշտպանած և նահատակված, հաշմանդամ դարձած բոլոր հայորդիների ընտանիքներին՝ կառավարության կողմից յուրաքանչյուր ամիս տրվող դրամական աջակցությունը պլանավորում է դարձնել ցմահ և յուրաքանչյուր հինգ տարվա ընթացքում դրամական աջակցությունն ավելացնել:

Ասրյանը կարծում է, որ Հայաստանում ԱՄՆ Պաշտպանության Նախարարության ենթակայության տակ գտնվող բոլոր բիոլաբորատորիաների պետք է փակել և ոչնչացնել:

Հաջորդը՝ Հայաստանը պարտավորվում է անհրաժեշտ միջոցներ ստեղծել և պայմաններ ապահովել մեր երկրում բնակվող ազգային փոքրամասնությունների լեզվի, մշակույթի, ազգային և կրոնական սովորույթների պահպանման և զարգացման համար, ստեղծել այնպիսի միջավայր, որը կնպաստի Հայաստանում բնակվող ազգային փոքրամասնությունների ինքնության պահպանմանը, և իրենց՝ որպես Հայաստանի հասարակության լիարժեք անդամ ինքնադրսևորվելու հնարավորության ապահովմանը:

Խաչիկ Ասրյանն առաջարկում է ստեղծել նոր նախարարություններ և Հայաստանի Հանրապետության Կառավարության կազմում պետական կոմիտեներ, մասնավորապես Ռազմարդյունաբերության նախարարություն, Գյուղատնտեսության նախարարություն, Բնապահպանության նախարարություն, Ընդերքի և ջրային ռեսուրսների նախարարություն։ Այսպիսով՝ Հայոց Արծիվներ. Միասնական Հայաստան կուսակցությունը Հայաստանի և Արցախի զարգացման բոլոր ուղղությունների վերաբերյալ ներկայացրել է իր ծրագրային դրույթները։ Այս հանգամանքն ընդգծում են այն պատճառով, որ առաջիկա խորհրդարանական ընտրությունները պետք է լինեն գերազանցապես ծրագրերի և գաղափարների պայքար։ Այս ընտրությունները պետք է լինեն ազգային արժեքների պահպանման և ապազգային երևույթները մերժելու ընտրություններ։ Խաչիկ Ասրյանի մոտեցումները բխում են այդ կոնցեպտից։
