Հայաստանում կայացած արտահերթ խորհրդարանական ընտրություններից հետո կտրուկ կերպով ակտիվացել է ԱՄՆ ֆինանսական օժանդակությունը Հայաստանին: Օրերս հայտնի դարձավ, որ ԱՄՆ Միջազգային զարգացման գործակալության (ԱՄՆ ՄԶԳ) մարդասիրական օգնության բյուրոն 1 միլիոն ԱՄՆ դոլարի ներդրում է կատարել ՄԱԿ-ի Պարենի համաշխարհային ծրագրում (ՊՀԾ)։ Նպատակն է՝ դրամական օգնություն տրամադրել Հայաստանում սննդամթերքի կարիք ունեցող տեղահանված անձանց։ Բացի այդ, ԱՄՆ Միջազգային զարգացման գործակալությունը (USAID) Հայաստանի քաղաքացիական հասարակության ամրապնդմանն ուղղված նոր ծրագիր է մեկնարկում։ Այս մասին ասվում է USAID–ի հայտարարության մեջ: Օգնությունը բաշխելու նպատակով USAID–ին սկզբում ուզում է տվյալ ոլորտում ուսումնասիրություն անցկացնել` հասկանալու համար, թե որ կազմակերպություններն են ցանկանում և կարող են «պետական քաղաքականության հարցերով կառավարության հետ ավելի արդյունավետ երկխոսության մասնակցել»։

Ինչպես տեսնում ենք՝ ԱՄՆ-ն, սպասելով ընտրությունների ավարտին և Փաշինյանի քաղաքական դիրքերի ամրպանդմանը, ակտիվորեն անցնում է աշխատանքի՝ ֆինանսական օժանդակություն ցուցաբերելով կառավարությանը և քաղհասարակությանը: Քաղհասարակության մասով, իհարկե, ամեն ինչ հասկանալի է, ԱՄՆ-ն փորձելու է ՀԿ-ների ֆինանսավորման միջոցով առաջ մղել իրեն ձեռնտու օրակարգերը, իսկ կառավարությանը ուղղված աջակցությունը իր հերթին ենթադրում է այդ օրակարգերի հաստատման ակնկալիքներ՝ ավելի բարձր մակարդակում:

Իր հերթին` Փաշինյանը, ինչպես երևում է, պատրաստվում է պատասխան ժեստը անել ԱՄՆ-ին, մասնավորապես` դեռևս քարոզարշավի ընթացքում նա չբացառեց, որ կվերագործարկվի Ամուլսարի հանքը: Արևմտյան կապիտալով տվյալ հանքի վերագործարկումը անշուշտ ընդգծված ռևերանս է Փաշինյանի կողմից՝ Հայաստան հորդացող ակտիվ ֆինանսական հոսքերին...
