Նախորդ տարվա իրադարձությունները տարածաշրջանում ստեղծել են նոր իրականություն։ Հարկ է նշել, որ ուժի կիրառումը և զանգվածային ոճրագործությունները չեն կարող լուծել ղարաբաղյան հակամարտությունը, որի կարգավորումը հնարավոր է միայն բանակցությունների միջոցով միջազգային մանդատ ունեցող միակ ձևաչափի՝ ԵԱՀԿ ՄԽ համանախագահության շրջանակում։  Այս մասին աշխատանքային այցով ՀՀ-ում գտնվող Եվրոպական խորհրդի նախագահ Շառլ Միշելի հետ համատեղ հանդիպման ընթացքում հայտարարեց ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը։

Փաշինյանը կարևորել է ԵԱՀԿ ՄԽ համանախագահների՝ ապրիլի 13-ի հայտարարությունը, որով կոչ են անում ԼՂ հակամարտության վերջանական, համապարփակ և կայուն կարգավորման նպատակաով առաջին իսկ հնարավորության դեպքում վերսկսել բարձր մակարդակի քաղաքական երկխոսությունը համանախագահների հովանու ներքո։

«Ես արդեն մի քանի անգամ հրապարակայնորեն ընդգծել էմ, որ Հայաստանը պատրաստ է բանակցությունների վերսկսմանը, սակայն Ադրբեջանը որևէ արձագանք չի տվել և ոչ պաշտոնական աղբյուրներից սկսած տեղեկությունների համաձայն՝ Ադրբեջանը մտադիր է նոր ռազմական բախումներ հրահրել Արցախում և հայ-ադրբեջանական սահմանին, ինչի արտահայտությունը մենք այսօր տեսնում ենք հայ-ադրբեջանական սահմանի Նախիջևանի հատվածում», - հայտարարեց  Փաշինյանը։

Նա հավելելց, որ Ադրբեջանի հրահրած միջադեպերը թույլ չեն նաև տալիս սկսել հայ-ադրբեջանական սահմանի դեմարկացիայի և դելիմիտացիայի աշխատանքները։
