ՄԻՊ Արման Թաթոյանը Ֆեյսբուքի իր էջում գրել է. «Մեր իրավապահ համակարգի հիմնարար խնդիրներից է շարունակում մնալ պրակտիկան, երբ մարդուն զրկում են ազատությունից ու հետո նոր սկսում հավաքել ապացույցներ կամ որոնել հիմքեր: Ցավոք, այս պրակտիկան այդպես էլ չվերացավ:

Մեր այցերն ու բողոքներն են արձանագրել կոնկրետ դեպքեր, երբ մարդուն ազատությունից զրկում են (առավել հաճախ՝ բերման ենթարկելը կամ ձերբակալելը), դրանից հետո նոր սկսում են որոշել վարույթը պետք է լինի վարչական իրավախախտման, թե քրեական:

Ընդ որում, այս իրավիճակներում, երբ, օրինակ, բերման ենթարկվածը կամ ձերբակալվածն ինքը փորձում է հետաքրքրվել` ինչի՞ համար է զրկվել ազատությունից կամ իր նկատմամբ վարույթը լինելու է վարչական, թե քրեական, որպես կանոն, ստանում է պատասխան, որ դեռ պարզ չէ ու երբ կորոշվի, այդ ժամանակ էլ կասեն
