Ես՝ հայ մարդ Վլադիմիր Մարտիրոսյանս, լինելով ՀՀ քաղաքացի և բարեխիղճ հարկատու, օգտվելով իմ սահմանադրական իրավունքներից և քաղաքացիական պարտականություններից հայտնում եմ իմ կտրուկ անհամաձայնությունն ու անհանգստությունը ՀՀ ներկայիս իշխանությունների կողմից վարվող ներքին և արտաքին, անվտանգային և սոցիալ տնտեսական քաղաքականության վերաբերյալ:
 
Պնդում եմ, որ խորհրդարանական ընտրությունների ընթացքում իշխանությանը վերարտադրած քաղաքացիների մեծամասնության ընտրության շարժառիթը եղել է ոչ թե ՀՀ իշխանության ձևավորումը, որը ունակ է հավուր պատշաճի դիմակայել և անսասան պահել ՀՀ ազգային, հանրային և անվտանգային շահերը, այլ մանիպուլյացիան և պոպուլիզմը, ինչը հանգեցրել է պետության անվտանգային հիմքերի քայքայման, հանրային համերաշխության և գերակայությունների արժևորման ոչնչացման, հետևաբար նաև ազգային շահերի ստորադասման և անտեսման: Հենց միայն այս հիմքով ՀՀ ներկայիս իշխանություններն այլևս ինձ համար լեգիտիմ համարվել չեն կարող, որքան էլ լեգալ լինեն և առայժմ նույն հիմքերով աջակցության բազա ունենան: Պնդում եմ, որ պատրաստ եմ, պարտավոր եմ և շահառու որպես ՀՀ քաղաքացի գործող իշխանությունների ներկայիս քաղաքական կուրսի տապալման և նրանց հեռացման քաղաքական, հանրային պրոտեստի, անհնազանդության մեկնարկին և ստանձնում եմ պատասխանատվություն և պարտավորություն կանխել որպես հայ մարդ իմ պետության կազմաքանդումը:
 
Բոլոր տեսակի քաղաքական, կուսակցական, առաջնորդային նախապատվությունները դնելով մի կողմ պնդում եմ և խնդրում ձևավորել միասնական քաղաքական օրակարգ, որի հիմնական առաքելությունը կլինի ներկայիս իշխանությունների իշխանազրկումն ու ՀՀ անվտանգային, սոցիալ-տնտեսական և իրավական համակարգերի կազմաքանդման կանխումն ու իրավական, ազգային պետության սկզբունքներով, միասնական, կոնսոլիդացված և ազգային համաձայնության հիմքերով օրենսդիր և գործադիր մարմինների ձևավորումը:
 
Բոլոր ՀՀ քաղաքացիներին, ովքեր համաձայն են ստանձնել իրենց բաժին պատասխանատվությունը իրենց երկրի, պետության, նախկին, ներկա և ապագա սերունդների առջև խնդրում եմ միանալ այս հասարակա-քաղաքական պրոտեստի արտահայտման ձևին, հավաստել իրենց պատրաստակամությունը, նշել իրենց անուն ազգանունը որպես հայ մարդ, տարածել այն ցույց տալով գործողությունների պատրաստ լինելու վճռականությունը իշխանություններին, ինչպես նաև հավաստել իրական պայքարի, իրական գործողությունների գնալու պահանջն ընդիմությանը:
