Պատերազմից հետո ադրբեջանական զինված ծառայողները ՀՀ Սյունիքի և Գեղարքունիքի մարզերի գյուղերի հարևանությամբ, Սյունիքի ճանապարհներին են հայտնվել նոր պատերազմի սպառնալիքի ներքո։ Այս մասին նոյեմբերի 8-ին Բաց հասարակության հիմնադրամներ – Հայաստանի նախաձեռնությամբ կայացած «Արցախյան 44-օրյա պատերազմից մեկ տարի անց․ մարդու իրավունքների մարտահրավերները» խորագրով առցանց քննարկմանն ասել է ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը:

Քննարկման նպատակն էր հանգամանալից անդրադարձ կատարել պատերազմից հետո Լեռնային Ղարաբաղի հակամարտության շուրջ մարդու իրավունքների վիճակին, ռազմական գործողություններից հետո ստեղծված մարդասիրական ճգնաժամին և միջազգային կառույցների՝ մասնավորապես, Եվրոպական միության, ԵԱՀԿ-ի, Եվրոպայի Խորհրդի և ՄԱԿ-ի դերակատարությանը։

«Մենք պետք է գիտակցենք, որ այս պատերազմը բացի քաղաքական, ռազմական հարթությունից ունի ևս մեկ՝ մարդու իրավունքների հարթություն, սակայն մարդու իրավունքների բաղադրիչը լիովին անտեսված է։ Ադրբեջանի զինված ուժերը գրեթե ամեն օր ոտնահարում են սահմանին ապրող հայ բնակիչների իրավունքները։ Եվ անվտանգության գոտու ստեղծումը, ինչը մենք առաջարկել ենք, անհրաժեշտություն է՝ վերականգնելու սահմանին ապրող մարդկանց բնականոն կյանքը, սկսելու բանակցություններ դեմարկացիայի և դելիմիտացիայի հարցերի շուրջ»,- ասել է ՀՀ օմբուդսմանը։

Արման Թաթոյանը նաև անդրադարձել է Ադրբեջանի կողմից տարվող հայատյացության պետական քաղաքականությանը: «Ադրբեջանական իշխանությունների պետական հովանավորչությամբ հայատյացության և թշնամանքի քարոզը թե՛ Հայաստանի, թե՛ Արցախի բնակչության իրավունքների խախտումների հիմքում ունեն 2 հենասյուն՝ էթնիկ և կրոնական։ Ադրբեջանական այս քաղաքականությունը սպառնալիք է նաև այն երկրների ժողովրդավարությունների ու մարդու իրավունքների համար, որտեղ ապրում են հայեր և ադրբեջանցիներ։ Դա ողջ աշխարհում երկու ժողովուրդների միջև թշնամանքն ակտիվ պահելու քաղաքականություն է»,- ասել է Արման Թաթոյանը:



ԲՀՀ – Հայաստանի կազմակերպած առցանց միջոցառմանը որպես բանախոս ելույթներով հանդես են եկել նաև Եվրոպական Խորհրդարանի փոխնախագահ, Եվրոպական խորհրդարանում ներկայացված Կանաչների/ Եվրոպայի ազատ ալյանս խմբի անդամ Հեյդի Հաուտալան, փաստաբան, «Իրավական ուղի» հասարակական կազմակերպության համահիմնադիր Սիրանուշ Սահակյանը, փաստաբան, ՄԱԿ-ի Արդարադատության միջազգային դատարանում Հայաստանը ներկայացնող իրավաբանական թիմի անդամ Լևոն Գևորգյանը:

Քննարկման մասնակիցները համակարծիք են եղել, որ միջազգային կառույցների ակտիվ ու առավել մեծ ներգրավվածությունն այս պահին չափազանց կարևոր է։ Մասնավորապես, ԵՄ-ի աջակցությամբ, ԵԱՀԿ-ի և ՄԱԿ-ի Մարդու իրավունքների գերագույն հանձնակատարի գրասենյակի մանդատով մշտադիտարկման առաքելության տեղակայումը սահմանին կօգնի հասցեական անդրադառնալ սահմանային իրավիճակին և այնտեղ մարդու իրավունքների խախտումներին։

Բանախոսները նաև ընդգծել են միջազգային կազմակերպությունների անարգել մուտքն Արցախ ապահովելու անհրաժեշտության մասին, մասնավորապես ՅՈՒՆԵՍԿՕ-ի համար։ Քննարկման ընթացքում հատուկ ընդգծվել է, որ միջազգային հանրությունը պետք է պատշաճ գնահատական տա ներկայում կատարվող իրադարձություններին և հավասարության նշան չդնի Հայաստանի ու Ադրբեջանի միջև։

Միջազգային կառույցները պետք է առավել ազնիվ լինեն հանրային հայտարարություններում ու քաղաքականության մեջ, հատկապես երբ խոսքը վերաբերում է ռազմագերիների անհապաղ վերադարձին, ինչպես նաև Ադրբեջանի բարձրաստիճան պաշտոնյաների կողմից հայերի նկատմամբ խտրականության և ատելության խոսքի դրսևորումներին։
