«Ժողովուրդ» օրաթերթը գրում է. Փաստացի պատերազմական վիճակում գտնվող Հայաստանում ՀՀ զինված ուժերի գլխավոր շտաբի պետ Արտակ Դավթյանը շարունակում է պաշտոնավարել այն դեպքում, երբ նրան մեղադրանք է առաջադրված:

Հիշեցնենք, որ Դավթյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 375-րդ հոդվածի 3-րդ մասով` պետի (հրամանատարի) կամ պաշտոնատար անձի կողմից իշխանությունը կամ պաշտոնեական դիրքը չարաշահելը, իշխանազանցությունը կամ պաշտոնեական լիազորությունների սահմանն անցնելը, ինչպես նաեւ իշխանության անգործությունը, եթե այդ արարքները կատարվել են շահադիտական, անձնական այլ շահագրգռվածությունից կամ խմբային շահերից ելնելով, եւ եթե դրանք նյութական ծանր հետեւանքներ են առաջացրել: Հոդվածի այս կետով 4-8 տարվա ազատազրկում է նախատեսվում` գույքի բռնագրավումով կամ առանց դրա:

Այս առնչությամբ «Ժողովուրդ» օրաթերթը դիմեց Հայաստանի Հանրապետության գլխավոր դատախազություն՝ հասկանալու համար, թե արդյոք հսկող դատախազը դիմել է կառավարություն, որպեսզի գլխավոր շտաբի պետի լիազորությունները կասեցվեն, ինչին ի պատասխան՝ գերատեսչությունից բացասական պատասխան տվեցին: Ստացվում է՝ չնայած նրան, որ ԳՇ պետին մեղադրանք է առաջադրված պաշտոնեական դիրքի չարաշահման համար, այնուամենայնիվ, Դավթյանը շարունակում է պաշտոնավարել:

Հավելենք, որ նույն գործով մեղադրանք է առաջադրվել նաեւ ՀՀ պաշտպանության նախկին նախարար Դավիթ Տոնոյանին, որը ԱԱԾ մեկուսարանում է, ՀՀ ԶՈւ ավիացիայի նախկին պետ Ավետիք Մուրադյանին, որը կալանքի տակ է, ԶՈւ գլխավոր շտաբի պետի նախկին տեղակալ Ստեփան Գալստյանին, որը եւս կալանքի տակ է, եւ ՀՀ ՊՆ ավիացիայի վարչության ավիացիոն տեխնիկական ունեցվածքի ծառայության պետ Արտյոմ Համբարյանին ու ավիացիայի վարչության գլխավոր ինժեներ Վլադիմիր Բաբայանին, որոնք ստորագրությամբ ազատ են արձակվել:
