Ազգային ժողովի «Հայաստան» խմբակցության պատգամավոր Արամ Վարդևանյանը ֆեյսբուքյան իր էջում գրել է․

«Սահմանադրական դատարանը հրապարակել է 2021 թվականի տարեկան հաղորդումը։ Հաղորդման մեջ հատուկ ընդգծվել է մեր դիմումի հիման վրա՝ ՊՇՌ թեստավորման վերաբերյալ ՍԴ որոշումը, որով ոչ միայն ՀԱԿԱՍԱՀՄԱՆԱԴՐԱԿԱՆ էր ճանաչվել աշխատողների իրենց հաշվին ծախսերը կատարելու հրամանով դրված պարտականությունը, հստակ վերլուծվել էր նվազագույն ամսական աշխատավարձի և թեստերի ծախսերի անհամաչափությունը, այլ նաև ուղիղ նշվել էր «առաջացած իրավիճակը ենթադրում է․․․ ՀԱՆՐԱՅԻՆ ԱՋԱԿՑՈՒԹՅՈՒՆ՝ սոցիալական համերաշխության օրակարգով»։ Այս ձևակերպումը կրկին ընդգծվել է տարեկան հաղորդման մեջ։

Որպես ընդհանուր հետևություն ՍԴ որոշումների վերաբերյալ նշվել է հետևյալը․ «Սահմանադրական դատարանի կողմից մատնանշված հիմնախնդիրներն անհրաժեշտ իրավական լուծումներ ստանալու ՓՈԽԱՐԵՆ կասկածի տակ են դրվում անգամ Սահմանադրական դատարանի որոշումները կամ որոշումներով արտահայտված իրավական դիրքորոշումները»։ Պարզաբանման կարգով, Սահմանադրական դատարանն առհասարակ հաղորդակցվում է կամ որոշումներով կամ տարեկան հաղորդումներով։ Այժմ շատ պարզ վարժությամբ կարելի է կռահել ում է ուղղված այս դիրքորոշումը։ Կարծում եմ` իշխանությունները սահմանադրական բարեփոխումների, բեմադրության նպատակ հետապնդող քննիչ հանձնաժողովից խոսելու փոխարեն ճիշտ կանեն, «խոսեն» ու շատ «խոսեն» ՊՇՌ թեստերի և դրա վերաբերյալ ՍԴ որոշումից, իսկ սիրելի աշխատողներն ու գործատուները թող կրկին ուշադիր լինեն այս հանգամանքի վրա»։
