ՀԱՊԿ անդամ պետությունների ղեկավարների՝ առանց խորհրդարանի հավանության իրենց երկրի զինված ուժերն այլ պետությունների տարածքում օգտագործելու մասին ինքնուրույն որոշում կայացնելու իրավունքը ժամանակի պահանջ է ։ Այս մասին հայտարարել է Դաշնության խորհրդի Միջազգային գործերի հանձնաժողովի նախագահ Գրիգորի Կարասինը, հաղորդում է ՏԱՍՍ-ը։

«[Անհրաժեշտ է] գնալ երկրի բարձրագույն ղեկավարության իրավունքի օրենսդրական ձեւակերպման գծով, գլխավոր հրամանատարի՝ առանց որեւէ լրացուցիչ քննարկման խորհրդարանական կոմիտեներում եւ խորհրդարաններում [իր երկրի զինված զորակազմի օգտագործման ՀԱՊԿ առաքելություններում] ։ Դա ժամանակի պահանջն է ։ Քանի որ իրավիճակը կարող է տարբեր կերպ զարգանալ», - նշել Է խորհրդարանականը գլոբալ մարտահրավերների եւ սպառնալիքների դեմ պայքարում միջազգային համագործակցությանը նվիրված կլոր սեղանի ընթացքում։

Նա նաեւ հիշեցրել է, որ դա քննարկվել է վերջերս ՀԱՊԿ անդամ երկրների միջազգային գործերի կոմիտեների ղեկավարների հանդիպման ժամանակ: Ռուսական կողմից հարց է հնչել այն մասին, որ անհրաժեշտ է խուսափել իրավիճակներից, երբ խորհրդարանները ստիպված են մի քանի անգամ հավաքվել, քանի որ առաջին անգամ չի հաջողվել քվեարկել զինված կոնտինգենտի օգտագործման օգտին, ընդգծել Է Կարասինը։

Որպես օրինակ նա բերել է իրավիճակը Ղրղզստանում և Հայաստանում ։ Խորհրդարանականը նաեւ հայտարարել է, որ իր զգացողությունների համաձայն՝ այդ առաջարկը «ըմբռնումով է ընդունվել»:
