Ադրբեջանի առաջարկներն անակնկալ չէին։ Այս մասին NEWS.am-ի հետ զրույցում ասաց Արցախի արտգործնախարար Դավիթ Բաբայանը՝ մեկնաբանելով Հայաստանի հետ «խաղաղության» պայմանագրի պայմանները, որոնք հնչեցրել է Բաքուն։

«Բայց այստեղ երկու պահ կա։ Առաջին հերթին, այս առաջարկներին պետք է պատասխանել հակաառաջարկով։ Երկրորդ, բնականաբար, հարաբերությունները կարգավորելու միակողմանի պահանջներ եւ միակողմանի զիջումներ չեն կարող լինել, քանի որ փոխզիջումը պահանջում է փոխադարձ քայլեր։  

Սակայն կան թեմաներ, որտեղ զիջումների գնալ չի կարելի։ Արցախը չի կարող ճանաչվել որպես Ադրբեջանի մաս։ Ոչ ոք նման իրավունք չունի։ Ոչ մի հայ, ոչ մի նորմալ մարդ չի կարող Արցախը ճանաչել Ադրբեջանի կազմում։ Սա «կարմիր գիծ» է, եւ մենք դա երբեք չենք խախտի։ Իսկ մենք չենք էլ ենթադրում, որ Հայաստանում որեւէ իշխանություն կարող է Արցախն ադրբեջանական ճանաչել, չենք էլ ուզում այդ մասին մտածել։ Կարելի է հիպոթետիկ, վատ երազում պատկերացնել, որ ինչ-որ մեկը կարող է հրաժարվել Արցախից, սակայն անհնար է, որ պետությունը, մայր Հայաստանն Արցախը ճանաչի ադրբեջանական։ Ես դրանում համոզված եմ, քանի որ դա կլինի Արցախի մահախոսականը»,- ասաց Բաբայանը։

Նախարարի խոսքով, կան հարցեր, որոնք փոխադարձ մոտեցում են պահանջում։ Օրինակ՝ անկլավների եւ փախստականների հարցերը։ «Ադրբեջանը հաճախ է բարձրացնում փախստականների հարցը։ Մենք դեմ չենք փախստականների վերադարձին, բայց երկու հիմնական պայման կա։ Նախ, փախստականների հարցը չի կարող լուծվել, քանի դեռ բոլոր քաղաքական խնդիրները չեն կարգավորվել։ Երկրորդ, փախստականները կարող են վերադառնալ միայն հայելային տարբերակով։ Նախկին ԱԽՍՀ տարածքից 700 հազար հայ փախստականներ պետք է կարողանան վերադառնալ իրենց տները, իրենց պատմական տարածքները՝ Հյուսիսային Արցախ, Բաքու, որոնց նկատմամբ մենք ոչ պակաս, եթե ոչ ավելի իրավունքներ ունենք, քան այժմ այնտեղ ապրող մարդիկ։ Որովհետեւ այս քաղաքը կառուցվել է այդ թվում մեր հայրենակիցների կողմից։ Ինչ վերաբերում է փոխհատուցումներին, ապա այստեղ մեծ հարց է, թե ով ինչ ներդրում է ունեցել հանրապետության զարգացման գործում, ով է ավելի շատ նպաստել տնտեսության, մշակույթի, արվեստի զարգացմանը։ Սրանք հարցեր են, որոնց կարող են պատասխանել հատուկ ստեղծված հանձնաժողովները։ Ցանկացած առաջարկության մեջ պետք է գործի փոխադարձության եւ հայելային սկզբունքը»,- ընդգծեց Դավիթ Բաբայանը։
