ՌԴ արտգործնախարար Սերգեյ Լավրովը Հայաստանի և Ադրբեջանի արտգործնախարարների հետ հեռախոսազրույցներում քննարկել է Բաքվի և Երևանի միջև խաղաղության պայմանագրի կնքման խնդիրը:

Սա հերթական հեռախոսզրու՞յցն էր, թե՞ պետք է տարածաշրջանում սպասել հնարավոր փոփոխությունների, 1or.am-ը փորձել է պարզել քաղաքագետ Ալեն Ղևոնդյանի հետ զրույցում.

«Այստեղ մի քանի տարբերակ կարող է լինել. նախ, պտեք չէ մոռանալ, որ առնվազն մեկուկես շաբաթ առաջ ադրբեջանական կողմը հանրայնացրեց Հայաստանի հետ արդեն մոտավորապես մեկ տարի քննարկվող հայ-ադրբոջանական, այսպես կոչված, «խաղաղության պայմանագրի» հինգ դրույթները: Դրանք ուղղակի դրույթներ չեն, դրանցից յուրաքանչյուրը դետալիզացված քննարկում է անցել երկու կողմերում էլ և հայկական կողմը, ինչպես ես տեղեկացված էի և կարծում էի, այսօր Արարատ Միրզոյանի շուրթերով հնչեցրեց, որ իրենք ամենևին դեմ չեն այդ օրակարգին և իրենց համար մեծ հաշվով անընդունելի ոչինչ չկա: Բայց այստեղ մի կարևոր առանձնահատկություն պետք է հիշել, որ Բայրամովի կողմից այդ թեզերի հանրայնացումից հետո Ռուսաստանի ԱԳՆ խոսնակ Մարիա Զախարովան նշեց, որ շատ վաղ է խոսել որևէ հաշտության պայմանագրի մասին, հետևաբար՝ դիվանագիտական մեսիջ ուղղելով կողմերին, այդ թվում՝ նաև հայկական կողմին, որ եթե նրանք ամենևին դեմ չեն այդ դրույթներով ավելի խորացված բանակցություններ սկսելու կամ այդ պայմանագիրը ստորագրելու, ապա թող հասկանան, որ դա այս պահի դրությամբ սնանկ և ոչ իրատեսական օրակարգ է:

Մյուս կողմից, եթե մենք դիտարկում ենք թե՛ մեր ռեգիոնում, թե՛ Ռուսաստանի շուրջ, թե՛ ուկրաինական ճգնաժամի համատեքստում տեղի ունեցող պրոցեսները, ապա ակնհայտ է դառնում, որ ռուսական կողմը որոշակի պարբերականությամբ ճշգրտումներ և խորհրդակցություններ է անցկացնում ամենաբարձր մակարդակով, որպեսզի անակնկալներ տեղի չունենան, այդ թվում նաև՝ ինչ-որ թեզերի հանրայնացման հետ, որոնց շուրջ հայկական և ադրբեջանական կողմերը կգան համաձայնության և կհանրայնացնեն առանց Ռուսաստանի և միգուցե այլ գործընկերների հետ խորհրդակցության կամ քննարկումների:

Քաղաքագետի խոսքով՝ Միրզոյանի ելույթը մի շարք նրբերանգներ է բացահայտում, թե ինչ թեմայով կարող էին խոսել Լավրովի հետ՝ մի կողմից Բայրամովը, մյուս կողմից՝ Միրզոյանը.

«Հարցը կարող էր նաև վերաբերել Արցախում հետագայում եղանակային պայմանների վատացման դեպքում հնարավոր հումանիտար աղետի հանգեցնող ինչ-որ պրովոկացիաներից զերծ մնալուն: Օրինակ, Արարատ Միրզոյանի հետ կարող էր քննարկում տեղի ունենալ՝ հայ-թուրքական օրակարգի ինչ-ինչ էլելմենտների վերաբերյալ հայկական կողմի դիրքորոշման մասով: Կա որոշակի շրջանակ երկու կողմերի հետ էլ, որոնց կետերի մի մասը, կարելի է ասել, ընդհանուր օրակարգի է, որոնց շուրջ Լավրովը կարող էր խոսել: Բայց ես առավելապես կարծում եմ, որ նպատակը հայ-ադրբեջանական խաղաղության կեղծ հռչակագրի կետերի շուրջ կողմերի դիրքորոշումները ճշտելն ու դրա շուրջ որոշակի ճշգրտումներ մտցնելն էր, որովհետև ուժային հարաբերակցության տեղային բալանսը ենթադրում է, որ ՌԴ-ն պետք  է տեղեկացված լինի կողմերի մոտեցումներին, որպեսզի ըստ դրա ձևակերպի իր դիրքորոշումն այս թեմայի շուրջ»:
