Եվրոպական խորհրդի ղեկավար Շառլ Միշելը հաջորդ շաբաթ՝ ապրիլի 6-ին, Բրյուսելում կհյուրընկալի Հայաստանի և Ադրբեջանի ղեկավարներին, Թվիթերում գրել է Շառլ Միշելի խոսնակը։ Նշվում է, որ ուշադրության կենտրոնում է լինելու հատկապես հաղորդակցության հարցը։

Առաջիկա հանդիպումից ակնկալվող զարգացումների շուրջ մենք լսել ենք քաղաքագետ Գարիկ Քեռյանի կարծիքը.

«Իհարկե, այն, ինչ կապված է հաղորդակցության ճանապարհների հետ, մեծապես կապված է նաև Հայաստանի անվտանգության հետ: Այսինքն, եթե այդ հանդիպման մեջ փոխհամաձայնություն և ինչ-որ հարցի լուծման հնարավորություն լինի, անպայման կնպաստի մեր անվտանգային միջավայրի առողջացմանը: Բայց պետք է նկատի ունենանք, որ Արևմուտքը նմանատիպ հակամարտություններում ակտիվություն է ցուցաբերում՝ ելնելով աշխարհաքաղաքական իր շահերից:

Իրենք, բնականաբար, հասկանում են, որ այստեղ ազդեցությունը հիմնականում Ռուսաստանի տիրույթում է, Հայաստանն ու Ռուսաստանը ռազմավարական դաշնակիցներ են, այստեղ կան ռուսական խաղաղապահ զորքեր և իշխանությունն էլ, հասարակությունն էլ, բացառությամբ երևի մոտ հինգ տոկոս արևմտամետ հատվածի, հույսերը կապում են Ռուսաստանի հետ: Իրենց նմանատիպ նախաձեռնություններն ավելի շատ հեռակա քաղաքական և աշխարհաքաղաքական նպատակ ունեն, որը դժվար չէ հասկանալ՝ ռուսական ազդեցության գոտիներում Ռուսաստանի դերի նվազեցում:

Քաղաքագետի համոզմամբ, այն, որ Ռուսատանը հիմա խրված է ուկրաինական ճգնաժամի մեջ և բավականին երկար ժամանակ չի կարողանա զբաղվել ղարաբաղյան հակամարտության կարգավորմամբ, շատ հարմար պահ է, որ Արևմտյան կառույցները, ակտիվություն ցուցաբերելով, խլեն Ռուսաստանից այդ գերակա դիրքը.

«Բայց, իհարկե, Արևմուտքն ու Միացյալ նահանգներն այստեղ ունեն նաև թաքնված նպատակ՝ Ռուսաստանի նկատմամբ կիրառվող պատժամիջոցները առավել արդյունավետ դարձնել: Եվ այն երկրները, որոնք չեն միացել Ռուսաստանի դեմ պատժամիջոցներին, շատ հարմար հարթակ են նրանց համար՝ էներգետիկ, տրանսպորտային, լոգիստիկ և ֆինանսական առումներով օգտագործելու համար: Որպեսզի պատժամիջոցներն առավել արդյունավետ գործեն, իրենք պետք է այդ երկրներին ամեն կերպ փորձեն բերել արևմտյան համերաշխության գոտի:

Ուրիշ նպատակ ես դժվար եմ տեսնում, որովհետև այդ նույն կառույցները  44-օրյա պատերազմի ժամանակ ծպտուն անգամ չհանեցին, մի քննարկում անգամ չեղավ: Այդ իներտ, արհամարհական վերաբերմունքը շատ կասկածելի էր, այն դեպքում, երբ պատերազմ սանձազերծողն Ադրբեջանն էր, իսկ 26 տարվա բանակցային գործընթացում Արևմուտքն առաջ էր մղում այն սկզբունքը, որ հակամարտությունը չունի ռազմական լուծում: Եվ այդ ամենից հետո նման ակտիվությունը, իհարկե, մեծ հաշվով օգուտ է Հայաստանին, բայց, պարզ է, որ դա հայերի սիրուն աչքերի համար չի արվում»:
