«Մեր երկրի անվտանգային համակարգը մեր աչքի առջև քայքայվում է»:

Այս արձանագրումն արել է «ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանը՝ «Հրապարակին» տված տեսահարցազրույցում։

Նրա խոսքով գործող իշխանությունների օրոք կատարվում են քայլեր, գործողություններ, որոնցից յուրաքանչյուրը վատթարացնում է մեր անվտանգային իրավիճակը։ Ընդ որում այդ քայլերն ու գործողություններն իրականացվում են միտումնավոր, գիտակցված և հստակ դավաճանական ենթատեքստով։

Չալաբյանը հիշեցրել է, որ այն շրջանում, երբ գտնվել է անազատության մեջ, Հայաստանի իշխանությունները հանձնել են Լաչինի միջանցքը, ընդ որում Աղավնոն, որը բացառապես նոր բնակավայր էր՝ ստեղծված սփյուռքահայերի տրամադրած միջոցներով, հանձնել են ոչնչի դիմաց։

«Մարդիկ տարիներով համառությամբ հայրենիք են սարքել, ծառ են տնկել, երեխա մեծացրել, որ մի փերեզակ բանավոր պայմանավորվածությամբ հանձնի դրանք»,- նշում է Չալաբյանը։

Անդրադառնալով երեք գեներալների դեմ հարուցված քրեական գործերին՝ Ավետիք Չալաբյանը նշում է, որ, իհարկե, սխալներ գործել են, այդ սխալների մասին նույնիսկ ինքն է տեղեկացված, բայց չի ցանկանում խոսել, քանի որ ռազմական գաղտնիք է, ընդ որում նա նշում է՝ արդյո՞ք քրեական պատասխանատվություն է ենթադրում այդ գեներալների կատարած գործողությունները, քանի որ նրանք միտումնավոր չեն արել, այլ ռազմական գործողությունների, սթրեսային իրավիճակում, որի ժամանակ սխալները շատ հավանական են։

Իսկ եթե Միքայել Արզումանյանին և Ջալալ Հարությունյանին քրեական պատասխանատվության են ենթարկում, նաև պետք է քրեական պատասխանատվության ենթարկեն նրանց ղեկավարներին՝ Հայաստանի ԳՇ պետ Օնիկ Գասպարյանին և նրա անմիջական ղեկավար Նիկոլ Փաշինյանին։

Չալաբյանը կարծում է, որ գեներալները պետք է սկսեն խոսել, ցուցմունքներ տան, քանի որ միանձնյա որոշումներ չեն կայացրել, ավելին չափազանց ողջամիտ առաջարկ է անում։

Նշենք, որ այս իրավիճակում, երբ զինվորականության դեմ հստակ արշավ է իրականացվում, Ավետիք Չալաբյանն առաջարկում է, որ կա՛մ զինվորականներին չպետք է դատել, քանի որ նրանք սթրեսից, ծայրահեղ վտանգի պայմաններում են գործել, կա՛մ պետք է բոլորին ներգրավել քրեական պատասխանատվության մեջ՝ ամբողջությամբ բացահայտել ստեղծված իրավիճակը։

Ավետիք Չալաբյանը, որ ահռելի նախաձեռնություններ է իրականացրել Արցախում անվտանգային համակարգի բարելավման ուղղությամբ, ինքն է այսօր նշում, թե մեր երկրների անվտանգային համակարգերը լրջագույն խնդրի առջև են կանգնած, և եթե արմատական քայլեր չկատարվեն, ապա իրավիճակը շատ ավելի ողբերգական կլինի։
