«Արար» հիմնադրամի համահիմնադիր, հասարակական, քաղաքական գործիչ Ավետիք Չալաբյանը Ռուսաստանի դեսպանատան մոտից երեկ դիմել է հանրությանը՝ կոչ անելով պահանջներ ներկայացնել նաև Ռուսաստանին։

Ի դեպ տևական ժամանակ, Արցախում Լաչինի միջանցքի շրջափակումից հետո Հայաստանի իշխանական և ընդդիմադիր քաղաքական ուժերը առանձնապես փորձում էին հեռու մնալ Ռուսաստանին պահանջներ ներկայացնելուց, և միայն հատուկենտ ուժեր էին արձանագրում, որ հարկավոր է դիմում ներկայացնել ոչ թե միջազգային կառույցներին, այլ հենց բուն մեր ռազմավարական գործընկերներին։

«Համախմբում» շարժումը երեկ բավականին մարդաշատ և ազդեցիկ միջոցառում է իրականացրել Ռուսաստանի դեսպանության դիմաց, որի հիմնական նպատակն էր կոչ անել Ռուսաստանի ղեկավարությանը՝ անվերապահորեն կատարել իրենց ստանձնած միջազգային պարտավորությունները։

Չալաբյանի խոսքով՝ Ռուսաստանը հանդիսանում է 2020 թվականի նոյեմբերի 9-ի հայտարարության երաշխավորն ու ստորագրող կողմերից մեկը, նրա անմիջական պարտականությունն է ապահովել Լաչինի միջանցքի անվտանգությունը, նրանով երկկողմանի անխափան երթևեկությունը, մարդկանց բեռների տեղափոխումը և դրա միջոցով Արցախի կենսագործունեության ապահովումը։

Ըստ Չալաբյանի՝ հայկական կողմի համար մինչև հիմա անհասկանալի պատճառներով Ռուսաստանի խաղաղապահ ուժերը թույլ են տվել, որ այդ ճանապարհի վրա հայտնվեն ադրբեջանական հրոսակներ, բնապահպաների քողաշղարշի տակ սպրդած սադրիչներ, ահաբեկիչներ, Ադրբեջանի հատուկ ծառայությունների ներկայացուցիչներ, որոնք տևական ժամանակ խոչընդոտում են երթևեկությունը Լաչինի միջանցքով, շրջափակման ենթարկում Արցախը, վնասում արցախցիներին։

«Արար» հիմնադրամի համահիմնադիրը նշել է, որ Ռուսաստանի ղեկավարությունը, նրա զինված ուժերը, խաղաղապահ զորակազմը պարտավոր են օր, ժամ, րոոպե առաջ մաքրել միջանցքը, ապահովել նրա անխոչընդոտ աշխատանքը և հետագայում մաքրել նաև բոլոր տեսակի ադրբեջանական հենակետերից և սադրիչներից։ Ուստի և կոչ արել հանրությանը միանալ իրենց հանրային գործողությանը։ Չգիտենք, թե արդյո՞ք շարունակական կլինի նման պահանջների ներկայացումը, բայց այն, որ այլևս մեր ռազմավարական դաշնակցին հստակ հասցեագրում են իր պարտավորությունները, փաստ է, ինչը ողջունելի է։
