Արցախի Հանրապետության պետական նախարար, Օպերատիվ շտաբի պետ  Ռուբեն Վարդանյանն այցելել է Մարտակերտի շրջանի Հաթերք, Դրմբոն, Վանք համայնքներ, աշխատանքային հանդիպումներ ունեցել նշված և հարակից գյուղերի համայնքապետերի և բնակչության հետ: Պետնախարարին ուղեկցել են ԱՀ տարածքային կառավարման և ենթակառուցվածքների նախարար Սուրեն Գալստյանը, ԱՀ Ազգային ժողովի «Արցախի Ժողովրդավարական կուսակցություն» խմբակցության ղեկավար Դավիթ Մելքումյանը, Մարտակերտի շրջանի վարչակազմի ղեկավար Արսեն Ավանեսյանը, Օպերատիվ շտաբի անդամ, ՆԳՆ ԱԻՊԾ ներկայացուցիչ Կարեն Ավետիսյանը:

Պետնախարարը նշել է, որ շրջաններ այցի ու բնակչության հետ ուղիղ շփումների նպատակը նրանց տեղեկացնելն է ստեղծված իրավիճակի, այն հաղթահարելու ուղղությամբ Օպերատիվ շտաբի կողմից իրականացվող աշխատանքների, ինչպես նաև ապաշրջափակմանն ուղղված քայլերի և միջազգային հանրության արձագանքների մասին: Նա կարևորել է բնակչության հետ պարբերաբար անմիջական շփումները՝ նշելով, որ Օպերատիվ շտաբի նաև մյուս անդամներն են նման հանդիպումներ ունենում՝ լսելու բնակիչների խնդիրներն ու իրականացված աշխատանքների վերաբերյալ  նրանց արձագանքները:

Խոսելով  ադրբեջանական  շրջափակման հետևանքով ստեղծված ճգնաժամի մասին՝ պետնախարարը նկատել է, որ չնայած հսկայական բացասական ազդեցությանն ու դժվարություններին, ճգնաժամն ստիպում է նաև դասեր քաղել, մտածել ոչ միայն այսօր բնակչության կենսական կարիքներն ապահովելու, այլև ավելի արդունավետ  ու ռացիոնալ համակարգ կառուցելու միջոցով հետագայի համար  հնարավորություններ ստեղծելու մասին:  Այս նոր իրավիճակում վերանայվում են առաջնահերթությունները. մի շարք ոլորտներ, ինչպիսին է, օրինակ, գյուղատնտեսությունը և այս բնագավառում իրականացվող  ծրագրեր արդյունավետության բարձրացումը, դառնում են առանցքային ուղղություններից մեկը:

Բնակիչները բազմաթիվ հարցեր են ուղղել պետնախարարին, որոնք  հիմնականում վերաբերել են Արցախի շուրջ ծավալվող զարգացումներին, ինչպես նաև գարնանացանի նախապատրաստական աշխատանքներին, ջերմոցային տնտեսությունների զարգացմանը: Նրանք միաժամանակ ընդգծել են նաև, որ շրջափակումն, անշուշտ, բազմաթիվ դժվարություններ է ստեղծում, բայց դրանք չեն կարող կոտրել իրենց կամքը:

Պետնախարարը շնորհակալություն է հայտնել բնակչությանը՝ ճգնաժամին դիմակայելու և միասին այս դժվարին ճանապարհն անցնելու պատրաստակամության համար. «Ես ամեն անգամ մեծ ուժ եմ ստանում այս հանդիպումներից: Ամեն անգամ ձեզ հետ հանդիպումներից հետո իմ մեջ ավելի ու ավելի է ամրապնդվում  այն հավատն ու վստահությունը, որ միասին մենք շատ բան կարող ենք անել և շատ բանի հասնել»:
