Ինչու Ադրբեջանը չբացեց Լաչինի միջանցքը Ռուբեն Վարդանյանի պաշտոնանկությունից հետո, թեև շատ էր խոսվում այն մասին, որ դա նաև Բաքվի պահանջն է: Ո՞ւմ միջոցով հնարավոր է հասնել ստեղծված բարդ իրավիճակի հանգուցալուծմանն Արցախում և ե՞րբ:

Այս և մի շարք այլ հարցերի շուրջ MediaHub-ը զրուցեց Արցախի նախկին պետնախարար Ռուբեն Վարդանյանի հետ:

-Պարոն Վարդանյան, Ձեր պաշտոնանկությանն ընդառաջ, երբ ԶԼՄ-ներում այդ մասով արտահոսք եղավ, նշվում էր, որ դա Բաքվի պահանջն է և դրանից հետո Լաչինի միջանցքի հարցը կլուծվի: Սակայն տեսանք, որ դրանով հարց չլուծվեց, հակառակը՝ Ադրբեջանն ավելի է սեղմում օղակը Արցախի շուրջ: Ինչպե՞ս կմեկնաբանեք այս հանգամանքը և ո՞րն է այս ճգնաժամի իրական լուծումը: 

-Ես համոզված եմ, որ մեր միակ ճանապարհն ու իրավիճակից ելքը համախմբվելը, միավորվելն ու պայքարելն է: Ուրիշ ճանապարհ չկա: 
Ինչ վերաբերում է Ձեր հարցի առաջին մասին, ապա կարծում եմ այն ուրիշ հասցեատեր ունի: 

- Ռուսական խաղաղապահները ջանքեր են գործադրում՝ այդպես է հայտարարվում տարբեր մակարդակներում, սակայն դա, ինչպես տեսնում ենք, բավարար չէ: Քաղաքական լուծո՞ւմ պետք է լինի լրջագույն այս խնդիրը հանգուցալուծելու համար․ ի՞նչ սպասել և կոնկրետ ո՞ր երկրից: 

-Մենք բոլորից ինչ-որ բան ենք պահանջում կամ սպասում, և համարում ենք, որ մեզ բոլորը պարտական են: Բայց առաջին հերթին մենք ինքներս՝ Արցախը, Հայաստանը, հայկական աշխարհը պետք է կողմնորոշվենք, վերջնականապես հասկանանք, որ մեր նպատակի, մեր ազգային արժանապատվության պահպանման համար պիտի անենք մեր ուժերի առավելագույնը, այսինքն՝ 100 տոկոսով անենք այն, ինչ կարող ենք: Միայն այդ դեպքում կարժանանանք վստահության ու հարգանքի: Եթե մենք միասնաբար ցույց տանք, որ մեր հայրենիքում արժանապատիվ ապրելու իրավունքի համար պատրաստ ենք մինչև վերջ գնալ, ոչ մեկի թույլ չտալ օգտագործել իրենց ժամանակավոր առավելությունները՝ մեզ արժանապատվությունից զրկելու համար, վստահ եմ, որ ձեռք կբերենք դաշնակիցներ, ովքեր իսկապես կկանգնեն մեր կողքին:

-Դուք հայտարարեցիք, որ Արցախը չի կարող ՀՀ բանկերին այս տարի վճարել 60 միլիարդ դրամ և այդ գումարն այս պահին չկա: Ինչպե՞ս պետք է լուծվի նաև ֆինանսական այս խնդիրը և արդյո՞ք Արցախի կողմից ֆինանսական պարտավորությունները չկատարելու դեպքում առկա է մտավախություն, որ ՀՀ-ն կկրճատի աջակցությունը ԱՀ-ին:

 - Արցախի կառավարության համար շատ մեծ սահմանափակումներ կան ներդրումներ ներգրավելու կամ վարկեր ստանալու հարցում: Ես կարծում եմ՝ այս իրավիճակում պետք է դիմել միջազգային կազմակերպությունների, տարբեր երկրների՝ հումանիտար աջակցություն ստանալու համար: Մենք չենք կարող բավարարվել միայն կառավարության բյուջեով և բարեգործական գումարներով, Արցախին շատ լուրջ միջոցներ են անհրաժեշտ: Եվ առանց դրսի օգնության հնարավոր չէ: 

- Ադրբեջանը պնդում է Արցախի՝ իր կազմ ինտեգրման մասին և հնարավոր բոլոր միջոցները կիրառում՝ Արցախին խեղճացնելու համար: Սրա այլընտրանքը պայքարն է, բայց որքա՞ն ժամանակ։ 

- Այնքան ժամանակ, քանի դեռ մեր նպատակին չենք հասել:
