ՀՀ ԱԺ նախագահ Ալեն Սիմոնյանի գլխավորած պատվիրակությունը Սանկտ Պետերբուրգում մասնակցում է ԱՊՀ մասնակից պետությունների միջխորհրդարանական վեհաժողովի խորհրդի եւ լիագումար նիստերին:


ՀՀ ԱԺ նախագահը ծավալուն ելույթ է ունեցել լիագումար նիստում, ինչին նախորդել է  Ադրբեջանական Հանրապետության Միլի Մեջլիսի նախագահ Սահիբա Գաֆարովայի ելույթը: Գաֆարովան ելույթը կառուցել է հայտնի ադրբեջանական սադրիչ հռետորաբանությամբ՝ մեղադրական հայտարարություններ հնչեցնելով հայկական կողմի հասցեին՝ չհամագործակցելու եւ ադրբեջանցիների համար տարաբնույթ խոչընդոտներ ստեղծելու հարցում: Խեղաթյուրելով Լաչինի միջանցքի ճգնաժամին առնչվող իրավիճակը, միտումնավոր շրջանցելով փաստերը եւ միջազգային հեղինակավոր կառույցների  համապատասխան գնահատականները՝ նա առաջ է քաշել ադրբեջանական հասարակության համար ականջահաճո եւ պարբերաբար կրկնվող հին թեզերը՝ հենված հայատյացության վրա: Գաֆարովայի ելույթին ի պատասխան՝ ՀՀ ԱԺ նախագահն ԱՊՀ երկրների խորհրդարանների գործընկերներին ներկայացրել է փաստագրված իրավիճակը:


ՀՀ ԱԺ նախագահ Ալեն Սիմոնյանի խոսքով՝ հրատապ է մնում Լեռնային Ղարաբաղի՝ Ադրբեջանի վերահսկողության տակ անցած տարածքներում հայկական մշակութային ժառանգության պահպանման հարցը: Արգելափակվում է ՅՈՒՆԵՍԿՕ-ի առաքելության մուտքը Լեռնային Ղարաբաղ այն դեպքում, երբ արդեն ոչնչացվել են բազմաթիվ եկեղեցիներ, գերեզմաններ, Հայրենական մեծ պատերազմի մարշալների եւ գեներալների հուշարձաններ: Տպավորությունն այնպիսին է, որ ջնջելով հայկական տառերը եւ փշրելով խաչքարերը, որոնք արդեն մի քանի հարյուր տարեկան են, կարելի է փոխել պատմությունը: Պարզ է, որ դրանով Բաքուն ոչնչացնում է Արցախի բնիկների դարավոր ներկայության հետքերը:
