Տ.Բ.-ն, 2013 թվականի օգոստոսի 8-ից մինչև 2018 թվականի հունիսի 19-ը, զբաղեցնելով Երևան քաղաքի գլխավոր ճարտարապետի պաշտոնը, պաշտոնեական անփութության հետևանքով, ՀՀ մշակույթի նախարարությունից մասնագիտական եզրակացության և համաձայնության բացակայության պայմաններում, կառուցապատում իրականացնող «Օլդ Սիթի» ՓԲ ընկերությանը 2017 թվականի օգոստոսի 18-ին թույլատրել է շինարարական աշխատանքներ իրականացնել Երևան քաղաքի Արամի փողոցում գտնվող, ««Հայ փոքրիկ երգիչներ» միջազգային ասոցացիա» բարեգործական հասարակական կազմակերպության շենքի հարևանությամբ: Այս մասին ասված է ՀՀ դատախազության տարածած մամուլի հաղորդագրության մեջ:

«Օլդ Սիթի» ՓԲ ընկերությունը 2017 թվականի սեպտեմբերի 20-ին շինարարական կապալի պայմանագիր է կնքել համապատասխան լիցենզիա ունեցող «ԱվագյանԲրիջ» ՍՊ ընկերության հետ, որը նշված տարածքում իրականացրել է հողի քանդման, բարձման և տեղափոխման աշխատանքները:

Շինարարական աշխատանքների հետևանքով վտանգվել, անզգուշությամբ վնասվել և մասնակի փլուզվել է ««Հայ փոքրիկ երգիչներ» միջազգային ասոցացիա» բարեգործական հասարակական կազմակերպությանը պատկանող՝ Երևան քաղաքի Արամի 23 հասցեում գտնվող հուշարձան շենքը և քաղաքացի Մ.Ս.-ին պատկանող՝ նույն շենքում գտնվող թիվ 3 բնակարանը՝ կազմակերպությանն ու քաղաքացուն պատճառելով առանձնապես խոշոր չափերի՝ 125 մլն 467 հազար դրամի վնաս:

Քրեական գործի (վարույթի) շրջանակում Երևան քաղաքի գլխավոր ճարտարապետի պաշտոնը զբաղեցրած Տ.Բ.-ի նկատմամբ հարուցվել է քրեական հետապնդում՝ 18.04.2003 թվականին ընդունված Քրեական օրենսգրքի 315-րդ հոդվածի 2-րդ մասով (պաշտոնեական անփութություն):

«ԱվագյանԲրիջ» ՍՊ ընկերության մասնակից և տնօրեն Հ.Հ.-ի նկատմամբ հարուցվել է հանրային քրեական հետապնդում՝ 18.04.2003 թվականին ընդունված Քրեական օրենսգրքի 264-րդ հոդվածի 4-րդ մասով (պատմության և մշակույթի հուշարձաններ ոչնչացնելը կամ վնասելը):

ՀՀ գլխավոր դատախազության պետական իշխանության դեմ ուղղված հանցագործությունների գործերով վարչության ավագ դատախազի կողմից հաստատված մեղադրական եզրակացությամբ քրեական վարույթը 2023 թվականի մարտի 22-ին ուղարկվել է Երևան քաղաքի առաջին ատյանի ընդհանուր իրավասության դատարան:
