Քաղաքական-հասարակական գործիչ, «Համախմբում» շարժման խորհրդի անդամ Ավետիք Չալաբյանը ֆեյսբուքյան իր էջում գրում է.
 
Ինչպես խոստացել էի, այսօր շարունակում եմ պատասխանել "Հայաքվե"-ի հետ կապված առավել տարածված հարցերին։ Այսօր ցանկանում եմ հատուկ անդրադառնալ մի հարցի, որը մեր համար բավական անակընկալ է առաջացել, իրականում շրջանառության մեջ է դրվել շատ կոնկրետ մեկ ուժի կողմից, և շատ կոնկրետ նկատակով։

Հարց։ Արդյոք օրենքի նախագծի մեջ "այլ պետություն" արտահայտությունը վերաբերվում է նաև Հայաստանին, և արդյոք այս օրենքի նախագիծը չի նախաձեռնվել՝ Արցախը Հայաստանից պոկելու համար։

Պատասխան։ Ուղիղ հակառակը, Հայաքվեն նախաձեռնվել է Հայաստանի և Արցախի վերամիավորման նպատակով, և հետևյալ պարզ հիմնավորումներով։

ա) օրենքի նախագիծը շարադրված է հետևյալ կերպ՝
"Հայաստանի Հանրապետության անունից Արցախն որևէ այլ պետության կազմում ճանաչելը պատժվում է ազատազրկմամբ՝ տասից տասնհինգ տարի ժամկետով"։ Քանի որ խոսքը գնում է Հայաստանի Հանրապետության անունից, ապա "այլ պետություն" արտահայտությունը վերաբերվում է բացի Հայաստանից այլ պետություններին, իրավականորեն և քերականորեն դա ակնհայտ է։

բ) օրենքի նախագծի հիմնավորումը ուղիղ հենվում է Հայաստանի Հանրապետության անկախության հռչակագրի վրա, որը սկսվում է հետևյալ նախաբանով "Հայկական ԽՍՀ Գերագույն խորհուրդը, արտահայտելով Հայաստանի ժողովրդի միասնական կամքը, ելնելով մարդու իրավունքների համընդհանուր հռչակագրի սկզբունքներից և միջազգային իրավունքի հանրաճանաչ նորմերից, կենսագործելով ազգերի ազատ ինքնորոշման իրավունքը, հիմնվելով 1989 թվականի դեկտեմբերի 1-ի «Հայկական ԽՍՀ-ի և Լեռնային Ղարաբաղի վերամիավորման մասին» Հայկական ԽՍՀ Գերագույն խորհրդի և Լեռնային Ղարաբաղի Ազգային խորհրդի համատեղ որոշման վրա"։ Սա միարժեք ձևակերպում է, քանի որ այդ որոշմամբ Հայաստանի և Արցախի հանրապետությունների վերամիավորման սկիզբն է դրված, և մեր նախաձեռնությունը հենվում է հենց այս հիմնարար նպատակի վրա։

գ) օրենքի նախագիծը պատժամիջոց է նախատեսում "Սահմանդրական կարգի դեմ ուղղված" հանցագործությունների բաժնում, որից ևս հետևում է, որ այս պատիժը կիրառվում է այն պաշտոնատար անձի դեմ, որն իր գործողություններով խոչընդոտում է Հայաստանի Հանրապետության Անկախության հռչակագրում, և դրա միջոցով ՀՀ Սահմանադրության մեջ ամրագրած վերամիավորման սկզբունքը իրագործելուն՝ Արցախը ճանաչելով այլ պետության կազմում։

Մեր նպատակը միավորված և հզոր հայկական հայրենիքն է, և ցանկացած ոք, ով խոսքով կամ գործով ծառայում է նույն նպատակին, պետք է դադարեցնի պառակտչական քայլերը, դուրս գա ազնիվ երկխոսության, և կենտրոնանա նրա վրա, թե ինչպես համատեղ ուժերով մենք հասնենք մեր երազանքների իրականացմանը։ Մինչ այդ, շնորհակալություն եմ հայտնում բոլոր նրանց, ովքեր արդեն իրենց վստահության քվեն են տվել "Հայաքվե"-ին, և կոչ եմ անում մեր բոլոր հայրենատեր և արժանապատիվ քաղաքացիներին էլ միանալ այս կարևորագույն նախաձեռնությանը։ Աստված զորավիգ մեր միասնական հայրենիքին, և իր համար պայքարող մեր քույրերին և եղբայրներին։
