Գերմանիայի իշխանություններն ուշագրավ և արդյունավետ մեթոդ են մշակել երկրում արևային էներգիայի զարգացումն ապահովելու համար։ Գերմանիայի դաշնային էկոնոմիկայի նախարար Ռոբերտ Հաբեքն առաջարկել է նոր ռազմավարություն, և դրա հիմնական և ամենակարևորագույն նախապայմանն երկրում բյուրոկրատական խոչընդոտների քաշքշուքների վերացումն է, նաև շարքային քաղաքացիների կողմից արևային վահանակների ինքնուրույն տեղադրումը սահմանափակող կանոնների մեղմումը։

Գերմանիան մտադիր է երկրում մինչև 2030 թվականը վերականգնվող էներգիայի սպառումը հասցնել 80 %-ի, և պետությունն այս առումով զգալի քայլեր է իրականացնում հսկայական արևային վահանակներ կառուցելու համար, միևնույն ժամանակ գիտակցելով, որ նույնիսկ հսկայական ծախսերը և միայն պետական դոտացիաները բավարար չեն, որոշում է կայացվել քաղաքացիներին թույլ տալ համապատասխանաբար արևային վահանակներ տեղադրել իրենց տների և ձեռնարկությունների վրա։ Այդ նպատակով բյուրոկրատական բոլոր խոչընդոտները վերացվելու են, իսկ յուրաքանչյուր քաղաքում և երկրամասում համապատասխան մարմին է ստեղծվելու, որը հաշվի է առնելու շենքերի և շինությունների ճարտարապետական կառուցվածքներն ու խնդիրները, հնարավորություն են տալու համապատասխանաբար արևային վահանակներ տեղադրել։

Ավելին, ռազմավարության մեջ նշվում է, որ եթե շենքը պատմական կարևորություն ունի, դրանց վրա արևային վահանակները տեղադրելիս պետք է հաշվի առնել և վահանակները քողածածկել կամ ներկել ըստ այդ շենքի, որպեսզի արտաքին տեսքը առանձնապես չխաթարվի։

Այլևս մեկ պատուհանով ու մեկ դիմումով կարելի է թույլտվություն ստանալ սեփական տան վրա արևային վահանակ դնելու, իսկ տեղադրելուց հետո քաղաքացին կարող է միայն մեկ մասնագետի մասնակցությամբ միանալ ընդհանուր պետական ցանցին և իր արտադրած էլեկտրաէներգիան ոչ միայն օգտագործել, այլ նաև արտոնության պայմաններով վաճառել պետությանը։

Հրաշալի կլիներ, որպեսզի Հայաստանում ևս նման ռազմավարություն մշակվեր, սակայն մեր երկրում կա արևային վահանակներ արտադրող միայն մեկ ընկերություն՝ «Սոլարոնը»:
