Արցախի Հանրապետության նախագահի պաշտոնակատար Դավիթ Իշխանյանի կոչը Արցախի ժողովրդին.

   «Հարգելի´  հայրենակիցներ,

    Վաղը` սեպտեմբերի 9-ին, Արցախի Հանրապետության Սահմանադրության համաձայն՝ Ազգային ժողովն ընտրելու է Հանրապետության նախագահ: Ստեղծված ոչ սովորական իրավիճակում այս քայլին ենք գնում ամեն օր ավելացող մարտահրավերներին արագ արձագանքելու, երկրի ներքին կյանքն արդյունավետորեն կազմակերպելու և արտաքին մարտահրավերներին հավուր պատշաճի դիմագրավելու նպատակով:

     Երկրի ղեկավար ընտրելու  իրավունքն ու պարտականությունը Սահմանադրությամբ դրված է ձեր կողմից ընտրված խորհրդարանի վրա: Բացառապես Արցախի Ազգային ժողովի խմբակցություններին է վերապահված  հանրապետության նախագահի թեկնածու առաջադրելու լիազորությունը, ինչն էլ իրականացվել է սահմանված կարգով: Առ այսօր Հանրապետության նախագահի հրաժարականի և նոր նախագահի ընտրության համար նախապատրաստական բոլոր գործընթացները կազմակերպվել են Սահմանադրությանն ու օրենսդրությանը համապատասխան՝ հաշվի առնելով առկա սուր ճգնաժամային իրավիճակը:

     Նկատի ունենալով վերջին օրերին հանրային տրամադրություններում զարգացող որոշակի վտանգավոր միտումները՝ այս պատասխանատու պահին, ինձ վերապահված իրավունքով, սթափության կոչ եմ անում բոլորին ու հորդորում չտրվել ժողովրդին պառակտող սադրանքներին, չենթարկվել նեղ խմբային շահերին և հանուն ընդհանուր շահի մի կողմ թողնել անձնական  նախապատվությունները: Ոչ ոք իրավունք չունի մեր հանրությանը, նրա առանձին խմբերի տանել արկածախնդրության մեզ համար ճակատագրական այս ժամանակահատվածում: Ուզում եմ հատուկ ընդգծել և վստահեցնել ձեզ, որ  ներքին կայունությունը խաթարող բոլոր գործողությունները կկասեցվեն օրենքի ուժով:

     Մենք ունենք բոլոր հնարավորությունները՝ ի չիք դարձնելու Արցախի Հանրապետության պետական ինստիտուտները կազմալուծելու Ադրբեջանի ցանկությունը և որևէ գործողությամբ չպետք է նպաստենք ադրբեջանական հանցավոր նպատակների իրագործմանը:

    Մենք հանձնառու ենք պաշտպանելու և ամրապնդելու երեք տասնամյակ կերտած պետականության հիմքերը: Դա մեր ժողովրդի ցանկությունն է, կամքը, և մենք պարտավոր ենք առաջնորդվել այդ պատգամներով:

    Հաջողություն եմ մաղթում բոլորիս՝ այս հույժ կարևոր քաղաքական գործընթացն իրականացնելու ճանապարհին:

    Հավատացած եղե´ք՝ միասին անհնարը հնարավոր կդարձնենք»:

Ի դեպ, հիշեցնենք, որ նախօրեին «Փաստ» թերթը գրել էր, որ Նիկոլ Փաշինյանը, չկարողանալով ստորագրությամբ և փաստաթղթային ձևով Արցախի հանձնման գործընթացն ավարտին հասցնել, փորձում է Արցախում քաոս և անարխիա հրահրել, ինչը հղի է լուրջ վտանգներով, այդ թվում՝ Ադրբեջանի կողմից հանցագործ «միջամտության» տեսքով։ Թերթի արցախյան աղբյուրը հայտնում է, որ Արցախում հասարակության շրջանում այս ամենը հիանալի գիտակցում են և համոզված են, որ այս չարաբաստիկ սցենարն ուղղակի կյանքի չի կոչվի։
