Ֆրանսիայի նախագահ Էմանուել Մակրոնը Գերմանիայում այդ երկրի կանցլեր Անգելա Մերկելի հետ հանդիպումից հետո լրագրողների հարցերին պատասխանելիս հայտարարել է, որ ՆԱՏՕ-ի անդամ հանդիսացող Թուրքիան Լիբիայում տեղի ունեցող քաղաքացիական պատերազմի համար քրեական և պատմական պատասխանատվություն պետք է կրի: Այս մասին գրում է Gazete Duvar պարբերականը:

Մակրոնը, պատասխանելով լրագրողների հարցին Թուրքիայի` Լիբիայում իրականացվող գործողությունների և ՄԱԿ-ի` Լիբիա զենք մատակարարելու արգելքի մասին, ասել է. «Այդ գործողությունները պատմական և քրեական պատասխանատվություն են ենթադրում ՆԱՏՕ-ի անդամ հանդիսացող երկրի համար»:

Մակրոնը հավելել է, որ Ֆրանսիայի համար «անընդունելի է Թուրքիայի միջամտությունը Լիբիայում»:

2011-ին Լիբիայի առաջնորդ Մուամմար Կադդաֆիի տապալումից և սպանությունից հետո երկիրը գործնականում դադարել է գործել որպես միասնական պետություն: Ներկա պահին երկրում երկիշխանություն է: Արևելքում իշխում է ժողովրդի կողմից ընտրված խորհրդարանը, իսկ արևմուտքում և մայրաքաղաք Տրիպոլիում՝ ՄԱԿ-ի և ԵՄ-ի աջակցությամբ կազմավորված Ազգային համաձայնության կառավարությունը: Երկրի արևելյան հատվածի իշխանությունները գործում են Տրիպոլիից անկախ և համագործակցում են Խալիֆա Հաֆթարի բանակի հետ:
