Հարգելի՛ հայրենակիցներ,

Դեկտեմբերի 4-ին Ազգային ժողովի պետաիրավական հարցերի մշտական հանձնաժողովը, 7-ն ընդդեմ 3-ի ձայների հարաբերակցությամբ, առանց որևէ իրավական հիմնավորման, բացասական եզրակացություն հայտնեց «ՀայաՔվե» քաղաքացիական օրենսդրական նախաձեռնության օրենքի նախագծի վերաբերյալ։

Նախագիծը բովանդակային քննարկման չարժանացավ «Քաղաքացիական պայմանագիր» խմբակցության մի շարք պատգամավորների ապակառուցողական միջամտությունների հետևանքով։
Դեկտեմբերի 5-ին էլ ԱԺ ՔՊ խմբակցությունը դեմ քվեարկեց օրենքի նախագիծն ԱԺ լիագումար նիստերի օրակարգ ընդգրկելուն։

Այսպիսով, մեր 58 հազար քաղաքացիների նախաձեռնությամբ ներկայացված օրենքի նախագիծը, որը ՀՀ 33-ամյա պատմության առաջին քաղաքացիական նախաձեռնության արդյունքն էր և կոչված էր պաշտպանելու ՀՀ սահմանադրաիրավական հիմքերը, անգամ քննարկման չդրվեց ԱԺ նիստում՝ ՔՊ խմբակցության ինքնիրավչության պատճառով։

«ՀայաՔվե» նախաձեռնության օրենքի նախագիծն ԱԺ նիստի օրակարգ չներառելը ծանր հարված է Հայաստանի՝ առանց այն էլ խարխլված ժողովրդավարությանը։ Այն ոչ միայն հակաժողովրդավարական քայլ է, այլև ակնհայտ արհամարհանքի դրսևորում է 58 հազար քաղաքացիների կամքի հանդեպ։

Գործող իշխանությունները, հրաժարվելով օրենքի նախագիծը քննարկելուց, հարցի վերաբերյալ որևէ սեփական առաջարկ չներկայացրին, ինչը պարտադիր պայման է քաղաքացիական օրենսդրական նախաձեռնությունների դեպքում՝ համաձայն Վենետիկի հանձնաժողովի խորհրդատվական երաշխավորությունների։
Այս ապօրինությունների շարանը տեղի ունեցավ բոլորիս աչքի առաջ։

 «ՀայաՔվե»-ի նախաձեռնող խումբը սահմանադրական բոլոր եղանակներով պայքարեց քաղաքացիների տված քվեն պաշտպանելու համար։ Սակայն ՔՊ-ն հերթական անգամ ապացուցեց, որ փաստացի զավթել է ժողովրդին պատկանող իշխանությունը, դրժում է իր նախընտրական խոստումները և իր իսկ հաստատած՝ կառավարության 2021-26 թթ․ ծրագրի հիմնադրույթները, և արհամարհում է նրանց
օրինական կամքը։

Ուստի մեզ այլ բան չի մնում անելու, քան արձանագրել, որ Հայաստանում տեղի է ունեցել իշխանության փաստացի զավթում, և մենք հետևողականորեն շարունակելու ենք պայքարը մեր քաղաքացիների սահմանադրական իրավունքների և մեր հիմնարար ազգային նպատակների պաշտպանության համար։
