Արցախի նախագահ Սամվել Շահրամանյանի նկատմամբ ճնշումը գնալով ուժգնանում է, ընդ որում երկու կողմերից։ Եթե Հայաստանի գործող վարչախումբը բոլոր ջանքերը գործադրում է, որ Շահրամանյանն ընդհանրապես չխոսի մինչև հունվարի 1-ը և չհայտարարի սեպտեմբերի 26-ի իր հրամանագիրը չեղարկելու մասին, ապա հանրությունը, անկախ քաղաքագետներն ու վերլուծաբանները, ինչպես նաև ընդդիմադիր ուժերը Շահրամանյանից պահանջում են հստակ դիրքորոշում հայտնել իր հրամանագրի վերաբերյալ։

Հարցի շուրջ առնվազն խոսել են գրեթե բոլոր կողմերը՝ բացառությամբ Արցախի նախագահից։ Հասկանալի է, որ վերջինս չափազանց ծանր իրավիճակում է հայտնվել՝ գիտակցելով, որ նման հայտարարության դեպքում անմիջապես հայտնվելու է Փաշինյանի և նրա վարչախմբի բուռն ճնշումների ներքո։ Մյուս կողմից սա Շահրամանյանի համար ընդամենը վերջին հնարավորությունն է փրկելու իր դեմքը և վերջնականապես չթաղելու Արցախի հարցը։

Քաղաքագետ Հրանտ Մելիք-Շահնազարյանը երեկ նամակ էր հղել Շահրամանյանին, ապա և անձամբ հանդիպել էր նրա հետ, քննարկել առկա մտահոգությունները։ «Լիահույս եմ, որ մինչև տարվա վերջ Արցախի իշխանությունները կընդունեն, իմ կարծիքով, միակ ճիշտ որոշումը և կհայտարարեն սեպտեմբերի 26-ի հրամանագրի չեղարկման մասին»,- հայտարարել է քաղաքագետը։

Ցանկացած պարագայում ինչ որոշում էլ կայացնի Շահրամանյանը դա լուրջ քաղաքական հետևանք է ունենալու թե՛ Հարավային Կովկասի հետագա զարգացումների և թե՛ արցախահայության ճակատագրի համար։ Ի վերջո, Հայաստանի գործող իշխանություններն առանձնապես շահագրգռված չեն Արցախի հարցը թեժ պահելու թեմայով, ընդհակառակը բոլոր ջանքերը գործադրում են թուրք-ադրբեջանական տանդեմի պահանջները կատարելու և Արցախից վերջնականապես հրաժարվելու համար, ուստի և այժմ գնադակն Արցախի իշխանությունների դաշտում է։
