Ինքնիշխանությունը պետության համար ենթադրում է ինքնուրույն արտաքին և ներքին քաղաքականության իրականացում, սակայն Հայաստանի այսօրվա իշխանությունների պարագայում պետությունը շարժվում է մի ուղղությամբ, որը ոչ թե բխում է իր շահերից, այլ իր համար գծել են ուրիշները, առավել ևս՝ հակառակորդ երկրները։ Բայց նույնիսկ դա չի խանգարում Նիկոլ Փաշինյանին ու իր իշխանությանը հայտարարել, թե իբր տեղի ունեցող գործընթացների արդյունքում ամրապնդում են պետականությունը, ինքնիշխանությունը և...

Հայաստանի չորրորդ հանրապետության հիմքերն են դնում։ Փաշինյանն ու իշխանական պատգամավորներն իրենց ելույթներում հակառուսական շեշտադրումների ֆոնին այնպես են ներկայացնում, թե Ռուսաստանից կախվածությունը չի թողել, որ Հայաստանն ինքնիշխանություն ունենա, իսկ հիմա, երբ մեր երկիրը դիստանցվում է Ռուսաստանից, ինքնիշխանություն ունենալու հնարավորություն է առաջ գալիս։ Միակողմ կախվածությունն, իհարկե, լավ բան չէ, դրա համար էլ տարիներ շարունակ փորձ է արվել հնարավորինս բազմավեկտոր արտաքին քաղաքականություն իրականացնել: Հիմա, սակայն, ինքնիշխանության անվան տակ Ռուսաստանից կտրվելով՝ Հայաստանի իշխանությունները փաստացի ընկնում են մեկ այլ ծայրահեղության մեջ՝ դարձյալ միավեկտոր ուղղության տեսանկյունից: Ըստ այդմ, պատահական չէ, որ մեր տարածաշրջանում ակտիվանում է Արևմուտքը մասնավորաբար ՆԱՏՕ-ի միջոցով։

Պատահական չեն նաև արևմտյան ռազմաքաղաքական այս դաշինքի պաշտոնյաների հայտարարությունները, որ իրենք պատրաստ են խորացնել Հայաստանի հետ հարաբերությունները։ Նույնիսկ ակնարկներ կան այն մասին, թե Հայաստանը կարող է արտաքին քաղաքական շրջադարձ իրականացնել։ Բնական է, որ ՆԱՏՕ-ի հիմնական խնդիրը Ռուսաստանին Հարավային Կովկասից դուրս մղելն է։ Իհարկե, իր դաշնակից Հայաստանին կարևոր պահին աջակցելու հարցում Ռուսաստանի անվճռականությունը չենք արդարացնում, սակայն պարզ է, որ երբ հարցը վերաբերում է իր կենսական շահերին, Մոսկվան հակված է շատ կոշտ արձագանք տալ։ Հարավային Կովկասում ՆԱՏՕ-ի ակտիվացումը Ռուսաստանը դիտարկում է որպես իր դեմ ուղղված քայլ, ինչի մասին հատկապես վերջին երկու շաբաթը շատ ակտիվորեն բարձրաձայնում են ռուսական լրատվամիջոցներն ու փորձագետները:

Մոսկվան կոնկրետ ներկայություն ու ազդեցություն ունի մեր տարածաշրջանում։ Ու այնպես չէ, որ Ռուսաստանը հենց այնպես թողնելու է ու հանգիստ հեռանա Հարավային Կովկասից։ Մյուս կողմից էլ՝ պարզ է, որ Արևմուտքը գործնական հողի վրա Հայաստանում ու մեր տարածաշրջանում չունի այնպիսի ներկայություն, որ կարողանա փոխարինել Ռուսաստանին։ Նույնիսկ Ֆրանսիան, որի հետ մեր հարաբերությունների խորացման մասին այդքան շատ նշվում է, ընդունակ չէ լրացնել Ռուսաստանի տեղը։ Իսկ Հայաստանում ԵՄ-ի քաղաքացիական դիտորդների ներկայությունն ընդհանրապես եղանակ չի փոխում։ Նրանք նույնիսկ ի վիճակի չեն կանխել Ադրբեջանի կողմից հարձակումները։ Ամբողջ խնդիրն այն է, որ Ռուսաստանին ՆԱՏՕ-ն կարող է փոխարինել միայն իր դաշնակից Թուրքիայի դեմքով, որի դիրքերը Հարավային Կովկասում վերջին շրջանում էականորեն ամրապնդվել են։

Թուրքիան սկսել է մեծ թափով հաստատվել Ադրբեջանում, ու այդ երկրի բանակն էլ համապատասխանեցվում է թուրքական ՆԱՏՕ-ական չափանիշներին։ Վրաստանի տնտեսության մեջ էլ թուրքական կապիտալը զգալի դերակատարություն ունի։ Մնում է միայն Հայաստանի հարցը։ Բայց պետք է հաշվի առնել, որ եվրատլանտյան ռազմաքաղաքական դաշինքում Թուրքիան գործում է իր գծած, նախանշած ուղղությամբ՝ հարկ եղած դեպքում շանտաժի ենթարկելով ՆԱՏՕ-ի իր դաշնակիցներին։ Մյուս կողմից էլ՝ Թուրքիան անընդհատ սպառնում է ՆԱՏՕ-ի շրջանակներում իր դաշնակից Հունաստանին։ Հաշվի առնելով Անկարայի այսպիսի գործելակերպը՝ դժվար թե Հայաստանը թուլացնելու կամ քայքայելու ուղղությամբ տարվող քաղաքականության հարցում Թուրքիային կաշկանդեն ՆԱՏՕ-ի իր դաշնակիցները։ Ուստի, պետք է գիտակցել, որ նման հեռանկարը ուղղակի գոյաբանական վտանգ է մեր պետականության համար։
