«ՀայաՔվե» քաղաքացիական նախաձեռնության` մեկ շաբաթ առաջ տարածած հայտարարությունում ասվում էր, որ ՀՀ տարածքային ամբողջականության պահպանման հիմնական նախապայմանն իշխող վարչախմբի նկատմամբ անվստահության գործընթաց սկսելն է՝ կանխելու միակողմանի զիջումները և հայկական տարածքների հանձնումը թշնամուն, մանավանդ երբ վերջինս շարունակում է լկտիանալ և նորանոր պահանջներ առաջադրել Հայաստանին։
 
Տավուշում սկսված ժողովրդական ընդվզումն անցած օրերին տարածվեց Հայաստանի ողջ տարածքով՝ անմասն չթողնելով որևէ մարզ կամ համայնք։ Հայաստանի քաղաքացիներն ամենուրեք իրենց բողոքն են հայտնում երկրի տարածքների հանձման դեմ՝ հստակորեն գիտակցելով, որ Տավուշում վարչախմբի կողմից իրականացվող միակողմանի զիջումներին հաջորդելու են նորերը՝ ծնկի բերելով Հայաստանի Հանրապետությունը և հարցականի տակ դնելով նրա բուն գոյությունը։
 
Զրկված լինելով հանրային որևէ աջակցությունից՝ վարչախումբը ստիպված է դիմել սեփական ժողովրդի դեմ համատարած ոստիկանական բռնության՝ բիրտ ճնշման միջոցով փորձելով լռեցնել սկսված ընդվզումը։ Այս պայմաններում վարչախմբի հեռացումը դառնում է միարժեք հրամայական, ինչը հնարավոր է հանրային ընդվզմանը մասնակցող բոլոր ուժերի համագործակցության և համակարգված աշխատանքի շնորհիվ։
 
«ՀայաՔվե» քաղաքացիական նախաձեռնությունը, շարունակաբար լինելով Հայաստանի ինքնիշխանության համար մղվող պայքարի առաջնագծում, ներկայումս պայքարի դուրս եկած հանրային բոլոր ուժերին և անհատներին կոչ է անում ձևավորելու պայքարի միասնական ճակատ, Հայաստանի հանրությանը ներկայանալու այս ճգնաժամից դուրս գալու հստակ տեսլականով և միասնական քաղաքական առաջնորդությամբ, որն իրական վստահություն կներշնչի մեր երկրի քաղաքացիներին և նոր որակ կհաղորդի Տավուշում սկսված հայրենատիրության պայքարին։ Ցանկանում ենք առանձնահատուկ ընդգծել ՀԱԵ Տավուշի թեմի առաջնորդ Գերաշնորհ Տեր Բագրատ արքեպիսկոպոս Գալստանյանի բացառիկ դերը՝ որպես պայքարի հոգևոր առաջնորդ և ոգեշնչող, և հույս հայտնել, որ դա թույլ կտա արագացնել այս գործընթացը։
 
Ազգային Ժողովի ընդդիմադիր խմբակցություններին կոչ ենք անում իսպառ հրաժարվել գործող վարչախմբի հետ հետագա ցանկացած ինստիտուցիոնալ փոխգործակցությունից և առաջին իսկ պատեհ պահին նախաձեռնել կառավարությանն անվստահություն հայտնելու գործընթացը։ Միևնույն ժամանակ, իշխանական խմբակցության բոլոր անհատ պատգամավորներին, որոնք չեն արատավորել իրենց անունը Հայաստանի Հանրապետության ինքնիշխանության և սահմանադրական կարգի դեմ խոսքով կամ գործով, կոչ ենք անում դուրս գալու «Քաղաքացիական պայմանագիր» խմբակցությունից՝ հետագայում նոր խորհրդարանական մեծամասնության ձևավորմանը մասնակցելու և սահմանադրական ճանապարհով իշխանափոխություն իրականացնելու հեռանկարով։
