«Փաստ» օրաթերթը գրում է.

«Փաստ» թերթի տեղեկություններով, այսօր «ՀայաՔվե» նախաձեռնությունը հանցագործության մասին հաղորդում է ներկայացնելու ՀՀ դատախազություն՝ Սահմանագծման հանձնաժողովի կողմից սեփական իրավասությունների վերազանցման վերաբերյալ: «Փաստի» հետ զրույցում նախաձեռնության համակարգող Ավետիք Չալաբյանը հաստատեց մեր տեղեկությունը՝ նշելով. «Առերևույթ հանցագործության մասին հաղորդում ենք պատրաստել, որով ասում ենք՝ այդ հանձնաժողովի անդամները, ինչպես նաև վարչապետը, որի որոշմամբ այդ հանձնաժողովը ստեղծվել է, գերազանցել են իրենց իրավասությունները: Մհեր Գրիգորյան-Շահին Մուստաֆաև հայտնի հայտարարությունը դուրս է գալիս մեր իրավական դաշտից, որովհետև ոչ մի ներպետական ընթացակարգ չի անցել:

Ինչպե՞ս կարող են սյուներ տեղադրել: Առավելագույնը, ինչ կարող են անել, նոր պետական սահմանագիծ համաձայնեցնելն է, բայց այդ համաձայնեցումը պետք է ընդունվի պետության կողմից»: Ըստ Չալաբյանի, սահմանագծման և սահմանազատման այն գործընթացը, որ հիմա փաստացի տեղի է ունենում Տավուշի սահմանագծի հատվածում, իր էությամբ ապօրինի է: «Ինչո՞ւ, որովհետև ստեղծված հանձնաժողովն իրավասություն ունի միայն բանակցելու: Բանակցություններից հետո այն փաստաթուղթը, որը բանակցվել է, պետք է վերածվի միջազգային պայմանագրի, այսինքն՝ կնքվի: Այդ հանձնաժողովը, որը ստորագրել է փաստաթուղթ ադրբեջանական կողմի հետ, բացարձակ իրավասու չէ նման թուղթ ստորագրելու, վերցնելու ինչ-որ ժամկետների ապահովման պարտավորություններ և այլն, դա իր իրավասություններից բացարձակ վեր է: Խոսքը վերաբերում է երկրի տարածքների փոփոխությանը, դրա իրավասությունն ունի միայն ամբողջ ժողովուրդը հանրաքվեի միջոցով:

Հետամուտ ենք լինելու, որպեսզի այդ հաղորդման հիման վրա քրեական գործ հարուցվի: Ապրում ենք իրավական պետությունում, Սահմանադրություն է գործում: Եթե կան մարդիկ, որոնք համարում են, որ Սահմանադրությունից վեր են, խորապես սխալվում են: Իրենք փորձում են իրենց վեր դասել, բայց Սահմանադրությունից վեր չեն: «ՀայաՔվեն» որպես քաղաքացիական, իրավական, ժողովրդավարական նախաձեռնություն հետամուտ է լինելու, որ մեր Սահմանադրությունը պահպանվի»,-ասաց «ՀայաՔվե» նախաձեռնության համակարգող Ավետիք Չալաբյանը:
