Հավաքական անվտանգության պայմանագրի կազմակերպությունը Հայաստանի իշխանություններից պարզաբանումներ է ակնկալում ՀԱՊԿ-ի հետ կապերի հեռանկարի վերաբերյալ։ Ալմա-Աթայում ՀԱՊԿ ԽՎ վեհաժողովում այդ մասին հայտարարել է կառույցի գլխավոր քարտուղար Իմանգալի Տասմագամբետովը։

Հայաստանի իշխանությունները պաշտոնապես հայտարարել են, որ սառեցրել են մասնակցությունը ՀԱՊԿ-ին, ԱԳՆ-ից էլ նշել էին, որ Հայաստանը չի մասնակցելու կառույցի ֆինանսավորմանը։ Միևնույն ժամանակ իշխանություններն առայժմ զերծ են մնում ՀԱՊԿ-ն լքելու վերջնական քայլերը կատարելուց՝ հասկանալով դրա հետևանքները, իսկ մյուս կողմից էլ Արևմուտքը պահանջում է Հայաստանից անպայման խզել կապերը ՀԱՊԿ-ի հետ։ Այդ պայմաններում խնդիրներ են առաջանալու նաև մյուս ինտեգրացիոն մարմինների՝ ԵԱՏՄ-ի, ԱՊՀ-ի մասով, որտեղից Հայաստանը տնտեսական լուրջ օգուտներ է քաղում։

ՀԱՊԿ գլխավոր քարտուղար Իմանգալի Տասմագամբետովը նշել է, թե վերջին մեկ տարվա ընթացքում հայ գործընկերները զգալիորեն կրճատել են իրենց մասնակցությունը կազմակերպության միջոցառումներին, սակայն փոխգործակցության հիմնական մեխանիզմները մնում են, Հայաստանը մնում է կազմակերպության լիիրավ անդամ։ «Մենք հույս ունենք, որ Հայաստանի ղեկավարությունը հստակություն կհաղորդի ՀԱՊԿ-ի հետ հարաբերությունների հեռանկարի առումով»,- ասել է Տասմագամբետովը։

Երեկ խորհրդարանում ՀԱՊԿ-ի հետ հարաբերություններին անդրադարձել է Արարատ Միրզոյանը, սակայն խուսանավել հստակ պատասխան տալուց, ընդամենը նշել, թե Հայաստանը, ըստ էության, սառեցրել է իր մասնակցությունը, նոր զարգացումներ այստեղ մեծ հաշվով չկան։

Ընդդիմադիր պատգամավորների հարցերին ի պատասխան՝ Միրզոյանը վստահեցրել է, որ ՀԱՊԿ գլխավոր քարտուղարի հետ ունի հիանալի անձնական հարաբերություններ և հստակ փոխանցում է նրան իր դիրքորոշումը։

Թե ի՞նչ դիրքորոշման մասին է խոսքը, Միրզոյանն այդպես էլ չի նշում։

Ըստ էության, ՀԱՊԿ-ի մասով Հայաստանի գործող իշխանությունների մոտ հստակ պատկերացում նույնիսկ գոյություն չունի, կամ էլ փորձում են հնարավորինս խաղարկել, մանևրել մինչև «մի դուռ կբացվի», իսկ ՀԱՊԿ-ում ստեղծված անորոշությունը, ինչպես նաև հեղինակությանը հասցված հարվածը, ոչ միայն չեն ներելու, այլև Հայաստանի համար խնդիրներ են հարուցելու։

«Համահայկական ճակատ» շարժման առաջնորդ, պաշտպանության նախկին նախարար, գեներալ-մայոր Արշակ Կարապետյանն իր բազմաթիվ հարցազրույցներում արձագանքել է, որ Հավաքական անվտանգության պայմանագրի կազմակերպության մասով Հայաստանի գործող իշխանությունները չափազանց վտանգավոր խաղ են խաղում, ընդ որում իրենք խաղավարներ չեն, այլ դրված են հեռակառավարման վրա, իսկ հեռակառավարման վահանակը գտնվում է ոչ թե կառավարության շենքում, այլ ԱՄՆ դեսպանատանը, որտեղից էլ հրահանգներ են տալիս գործող իշխանություններին, թե ի՞նչ պետք է անեն, և՛- և՛-ի քաղաքականությունն էլ որևէ մեկը չի ընկալելու, հատկապես ստեղծված աշխարհաքաղաքական ծանրագույն պայմաններում, երբ Ռուսաստանն ու Արևմուտքը պարզապես անցել են առճակատման ռեժիմի։

Կրեմլի մամուլի խոսնակ Դմիտրի Պեսկովը երեկ հայտարարել է, թե ԱՄՆ-ն Ռուսաստանի համար նույնպիսի թշնամի է, ինչպիսին Ռուսաստանն ԱՄՆ-ի համար։ Սա, ըստ էության, վերջնագրային լեզվով արված արտահայտություն է, որը վկայում է, որ գերտերությունները չափազանց մոտ են, ընդհուպ առճակատման տաք ռեժիմին, իսկ դա իր հերթին խնդիրներ է հարուցելու հատկապես մեր՝ Հարավային Կովկասի տարածաշրջանի համար։
