Ոստիկանության մասին։Տարիներ շարունակ մեր երկրում տիրող քրեաօլիգարխիկ համակարգի բուրգի գագաթում հայտնված անձիք , մեծ մասամբ իրենց հաջողության , պաշտպանության հիմք դիտում եվ օգտագործում էին ոստիկանությունը։ Վանո , Վովա անուններով անձանց կառավարման արդյունքում ոստիկանությունը ներքաշվել էր քաղաքական դաշտ եվ ժամանակ առ ժամանակ նրա ռեսուրսը օգտագործվում էր մարդկանց կամքը կոտրելու , քաղաքական գործընթացները արգելափակելու նպատակով ։ Անկեղծ լինենք , հիմա էլ շատ բան չի փոխվել ։ Այո , փոխվել է ոստիկանության տեխնիկական հագեցվածությունը , բայց անփոփոխ է նրա դերը քաղաքական ռեժիմի պահպանության իմաստով ։ Ոստիկանական կողմնակալ , թվացյալ օրինականության դաշտում իբրև գործելու պատրանքին ոչ ոք չի հավատում ։ Այս իմաստով , մեծ անելիք ունի ապագա իշխանությունը ։ Միայն ոստիկանության ղեկավար կազմի փոխելով եվ մարդ ծեծող մի քանի արյունարբուների դատերով , ոչինչ չի փոխվի ։ Առավել ևս , եթե ոստիկանություն գան նոր քաղաքական կոմիսարներ , որոնք իրենցից անկախ շարունակելու են նոր իշխանությունների հակառակորդների զսպաշապկացումը ' հնարավոր եվ օրենքներով թույլատրվող ուժային մեթոդներով ։Փակ շրջան է ձեւավորվել , որի հանգուցալուծման միակ հնարավոր ելքը արտասահմանյան ոստիկանական պաշտոնյաների հրավերքն է ։ Ի դեպ նման կարգով համալրված են Կոսովոյի դատական իշխանությունները , որտեղ աշխատող սկանդինավները զգալի առաջընթաց են ապահովել ։ Կարծում եմ , սա լուրջ թեմա է , որպեսզի ապագայում նոր Վանո , Վովա եվ ներկա անձի վրա հույս չդնենք եվ ազգովի անպատիժ չպատժվենք ձեռքերը ազատ ճոճող ոստիկանների ձեռքով ։ Որպես վերջաբան , հիշեցնում եմ մարզերից մեկի այցելության ժամանակ սրբազանի շարասյան ուղեկցող պարեկների կողմից կազմակերպված որսը , որի արդյունքում երթի տասնյակ տեխնիկական միջոցներ տեղափոխվեցին տուգանային տարածքներ ։ Չվիճարկելով ոստիկանների վճռականությունը , ընդամենը հիշեցնեմ , որ երթին չմասնակցող որևէ այլ ավտոմեքենա չէր կանգնեցվում ։
