Հայաստանի իշխանությունները տարածաշրջանային կապերի ապաշրջափակման ուղղությամբ հետևողական աշխատանք տանելու փոխարեն առաջարկում են տարրական տնտեսական հիմնավորում չունեցող նախագծեր, զուտ պոպուլիստական գաղափարներ։

Պոպուլիզմի դրսևորման առավելագույն ցուցիչը, այսպես կոչված, «Խաղաղության խաչմերուկ» նախագիծն է, որը փաշինյանական վարչախումբը ներկայացրել էր 2023 թվականի հոկտեմբերին, որպես տրանսպորտային նախագիծ, որ Հայաստանի կառավարությունն առաջարկել է իրագործել Հայաստանի, Ադրբեջանի, Վրաստանի, Իրանի և Թուրքիայի միջև՝ ներգրավել հարևաններին և միջազգային գործընկերներին, և դրանով վերականգնել համագործակցությունը տարածաշրջանում և խթանել փոխըմբռնումն ազգերի միջև։

«Խաղաղության խաչմերուկ»-ի իրենց առաջարկով Փաշինյանն ու նրա ենթականերն արդեն հասցրել են տանել բոլոր գործընկերների գլուխը, բազմաթիվ բրոշյուրները հանգրվանել են գործընկերների աշխատասեղաններին՝ հաստատապես առանց նույնիսկ ուսումնասիրության, իսկ վարչախումբը շարունակում է շեղել հանրության ուշադրությունը դրանով։

Նախագիծը ենթադրում է նոր ենթակառուցվածքներ ստեղծել և գոյություն ունեցողները բարելավել։ Հայաստանը պատրաստակամություն է հայտնել է ճանապարհային ենթակառուցվածքների համար հինգ անցակետ ստեղծել Հայաստանի և Ադրբեջանի սահմանին՝ Կայանի, Սոթքի, Քարահունջի, Անգեղակոթի և Երասխի մոտ, երկու անցակետ էլ՝ Հայաստանի և Թուրքիայի սահմանին՝ Ախուրիկում և Մարգարայում։ Ադրբեջանը, Թուրքիան և Իրանը կտրականապես դեմ են այդ նախագծին՝ յուրաքանչյուրն իր շահերից ելնելով: Նախագծին դեմ է նաև Ռուսաստանը, քանի որ Հայաստանի իշխանությունները, արևմտյան հովանավորների պահանջով, հրաժարվում են կատարել եռակողմ հայտարարության 9-րդ կետի պահանջը, այն է՝ ՌԴ ԱԴԾ-ն պետք է վերահսկի հաղորդակցությունները։
Միայն Արևմուտքն է կողմ այդ նախագծին, բայց պայմանով որ արևմտյան որևէ կազմակերպություն, կամ «մասնավոր» ընկերություն իրականացնի դրա վերահսկողությունը։ Պատճառը, ինչպես օրեր առաջ Բաքվում ձևակերպել էր ԱՄՆ փոխպետքարտուղար Ջեյմս Օ՛ Բրայենը, Ռուսաստանին և Չինաստանին շրջանցող Ադրբեջան-Հայաստան-Թուրքիա ճանապարհ ունենալն է։

«Համահայկական ճակատ» շարժման առաջնորդ, պաշտպանության նախկին նախարար, գեներալ-մայոր Արշակ Կարապետյանի գնահատմամբ, «Խաղաղության խաչմերուկ» նախաձեռնությունն ընդամենն Արևմուտքում հորինած մի արտահայտություն է։ Իսկ Արևմուտքը սպասում է, որ Ադրբեջանը կրկնապատկելու է էներգապաշարների մատակարարումը ԵՄ, շրջանցելով Ռուսաստանը։ «Հայստանի իշխանությունները ստացել են կապիտուլացիոն քայլերի «փաթեթ», և, ըստ ամենայնի, դա աբստրակտ դատողություն չէ»,- նշել է Կարապետյանը։
