Մոսկվայի համար դժվար է բացատրել Հայաստանի իշխանությունների կոշտ դիրքորոշումը բելառուս գործընկերների նկատմամբ. այս մասին հայտնել է ՌԴ ԱԳ փոխնախարար Միխայիլ Գալուզինը՝ պատասխանելով հարցին առ այն՝ արդյոք Ռուսաստանը կմասնակցի՞ Հայաստանի վարչապետ Նիկոլ Փաշինյանի և Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոյի միջև կոնֆլիկտի կարգավորմանը:

«Ալեքսանդր Լուկաշենկոն միշտ ընդգծել է Մինսկի շահագրգռվածությունը Հարավային Կովկասում կայունությամբ և անվտանգությամբ։ Նույնիսկ ամենադժվար ժամանակներում Բելառուսի ղեկավարի նախաձեռնություններն ուղղված էին հենց պատերազմող կողմերին հաշտեցնելուն։ Մինսկը և Երևանը դաշնակիցներ են, որոնց հետ մենք զարգացնում ենք բազմակողմ համագործակցություն։ Հայաստանը և Բելառուսը ԱՊՀ, ՀԱՊԿ և ԵԱՏՄ անդամներ են։ Մոսկվան շահագրգռված է, որ հնարավորինս արագ ավարտվի մեր ընկերների միջև առկա բարդությունների շրջանը։ Ամեն դեպքում, հուսով ենք, որ ժամանակավոր տարաձայնությունները բացասաբար չեն ազդի ընդհանուր ինտեգրացիոն միավորումների շրջանակներում փոխգործակցության խթանման վրա», - ասել է Գալուզինը:

ՌԴ ԱԳ փոխնախարարը Երևանին և Մինսկին կոչ է արել  գիտակցել պահի կարևորությունը, երբ ի հայտ են գալիս նոր աշխարհակարգի ուրվագծերը, որի կառուցման մեջ Մոսկվան կցանկանար տեսնել ոչ միայն Բելառուսը, այլև Հայաստան։

Ավելի վաղ Փաշինյանը, խորհրդարանում խոսելով Հայաստան-ՀԱՊԿ հարաբերություններից, ասել էր, որ Բելառուս երբեք չի այցելի ո՛չ ինքը, ո՛չ որևէ ներկայացուցիչ, քանի Բելառուսի նախագահը Լուկաշենկոն է։

Փաշինյանը հիշեցրել էր Լուկաշենկոյի հայտարարաությունը, թե 44-օրյա պատերազմը նախապատրաստելուն մասնակցել է, քաջալերել, հավատացել է ու ցանկացել է, որ Ադրբեջանը հաղթի։

«Բա դրանից հետո ես պիտի գնամ Բելառուսի նախագահի հետ ՀԱՊԿ ֆորմատում նստեմ հարց քննարկե՞մ»,- հայտարարեց Փաշինյանը։
