Հայաստանի Ժուռնալիստների միությունը հայտարարություն է տարածել.

«ՀՀ Հատուկ քննչական ծառայությունը (ՀՔԾ) քրեական գործ է հարուցել ՀՀ Տարածքային կառավարման և ենթակառուցվածքների նախարար Սուրեն Պապիկյանի դատվածություն ունենալու մասին՝ «Հրապարակ» օրաթերթի հրապարակման հիմքով։

Համաձայն ՀՔԾ հաղորդագրության, գործը հարուցվել է 2020 թվականի փետրվարի 13-ին «hraparak.am» կայքում հրապարակված «Սուրեն Պապիկյանը թաքցրել է իր դատվածության փաստը» վերտառությամբ և 2020 թվականի փետրվարի 14-ին «lragir.am» կայքում հրապարակված «Սուրեն Պապիկյանն ակնարկել է, թե ով է իր մասին գաղտնի տեղեկության արտահոսք կազմակերպել» վերտառությամբ հոդվածների առթիվ նախապատրաստված նյութերի հիման վրա՝ ՀՀ քրեական օրենսգրքի 144-րդ հոդվածով և 308-րդ հոդվածի 1-ին մասով` պետական ծառայություն իրականացնող պաշտոնատար անձի կողմից իր պաշտոնեական լիազորությունների չարաշահմամբ մարդու անձնական կյանքի գաղտնիք համարվող, ոչ հանրամատչելի տեղեկությունն ապօրինի հավաքելու, պահելու և այլ անձի կողմից այդ տեղեկությունն ապօրինի տարածելու ենթադրյալ հանցագործության դեպքի առթիվ:

Եվ սա այն դեպքում, երբ իրավաբանական, լրագրողական մասնագիտական հանրույթներն արդեն քանի օր արձագանքելով դեպքին, նշում են, որ նախարար Սուրեն Պապիկյանի վերաբերյալ ինֆորմացիան չի կարող փակ լինել, և որ առհասարակ որևէ բարձրաստիճան պաշտոնյայի մասին տեղեկատվությունը հասարակության սեփականությունն է:

Տեղի ունեցածը որակում ենք որպես ազատ մամուլի նկատմամբ ոտնձգության, խոսքի ազատության սահմանափակման, լրատվամիջոցների աշխատանքներին իշխանությունների կողմից միջամտության փորձ, ինչը բացարձակապես անընդունելի է հատկապես իրեն ժողովրդավարական հռչակած իշխանության և պետության համար:

Իշխանություններին, մասնավորապես՝ իրավապահ մարմիններին, կոչ ենք անում զերծ մնալ լրատվամիջոցների աշխատանքներին միջամտելու, նրանց համար անհարկի խոչընդոտներ ստեղծելու փորձերից: ԶԼՄ-ներն իրենց գործն են կատարում և հանրությանն իրազեկում են երկրում տեղի ունեցող ամենատարբեր իրադարձությունների մասին, տրամադրում են տարատեսակ տեղեկատվություն, այդ թվում՝ բարձրաստիճան պաշտոնատար անձանց վերաբերող:

Խոսքի ազատությունը բացարձակ արժեք է, և որևէ մեկն իրավունք չունի կասկածի տակ դնել այդ ճշմարտությունը»:
