ԱՄՆ պետքարտուղարությունը, արձագանքելով հայ-ամերիկյան համատեղ զորավարժություններին և Ադրբեջանից հնչած հայտարարություններին, շեշտել է, որ «Միացյալ Նահանգները երկարամյա գործընկերություն ունի Հայաստանի հետ, որի օրինակն է Կանզաս նահանգի ազգային գվարդիայի հետ կայուն համագործակցությունը՝ (ԱՄՆ) պաշտպանության նախարարության Պետական գործընկերության ծրագրի շրջանակներում»։ Այս մասին Պետքարտուղարությունից ասել են «Ամերիկայի ձայն»-ի հայկական ծառայությանը:

Պետքարտուղարությունը հավելել է, որ «ԱՄՆ-ն առանձին պաշտպանական և անվտանգային հարաբերություններ ունի Ադրբեջանի հետ, ներառյալ՝ համագործակցությունը բազմազգ զորավարժություններում՝ Վրաստանում վերջերս տեղի ունեցած Agile Spirit, ՆԱՏՕ-ի Գործընկերություն հանուն խաղաղության և մի շարք այլ երկկողմ ձևաչափերով՝ (ԱՄՆ) պաշտպանության նախարարության Պետական գործընկերության ծրագրի նման»։

Անդրադառնալով հարավկովկասյան տարածաշրջանային կայունության վերաբերյալ հարցին՝ ամերիկյան արտաքին քաղաքականության գերատեսչությունը ընդգծել է, որ «Հայաստանը և Ադրբեջանը շարունակում են զգալի առաջընթաց գրանցել խաղաղության համաձայնագրի վերջնական ձևակերպման ուղղությամբ»:

«Մենք հանձնառու ենք այդ գործընթացի աջակցմանը։ Եկել է խաղաղության ժամանակը», - ասել են գերատեսչությունից:

Պատասխանելով ամերիկյան վարչակազմի հնարավոր փոփոխությունից հետո ԱՄՆ արտաքին քաղաքականության փոփոխության մասին հարցին՝ Միացյալ Նահանգների պետքարտուղարությունը հայտնել է. «Պետքարտուղարությունը անկուսակցական հաստատություն է։ Միացյալ Նահանգների կառավարության արտաքին քաղաքականությունը կարող է փոխվել տարբեր նախագահական վարչակազմերի օրոք։ Այնուամենայնիվ, ԱՄՆ արտաքին քաղաքականության հիմնական սկզբունքները մնում են անփոփոխ, որոնք ներառում են անվտանգության, ժողովրդավարության, բարգավաճման և զարգացման խթանում Միացյալ Նահանգներում և ողջ աշխարհում»:
