«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունն առաջարկում է փոփոխություններ կատարել կառավարության 2023 թ. հոկտեմբերի 26-ի N 1864-Ն որոշման մեջ: Նշվում է, որ գործող օրենսդրության համաձայն, ժամանակավոր պաշտպանության (փախստականի) վկայականի տրամադրման ժամկետը սահմանված է 1 տարի ժամկետով՝ երկարաձգման հնարավորությամբ։ Ներկայում սահմանված իրավակարգավորումների համաձայն, Հայաստանի Հանրապետություն մուտք գործելիս 070 (խոսքը Արցախի Հանրապետության քաղաքացիների մասին է- խմբ.) ծածկագրով անձնագրի և ժամանակավոր պաշտպանության (փախստականի) վկայականը Հայաստանի Հանրապետությունից դուրս գալիս և Հայաստանի Հանրապետություն մուտք գործելիս վավեր են միայն միասին գործածելու պարագայում։

Նախագծի փոփոխություն կատարելու անհրաժեշտությունը պայմանավորված է նրանով, որ ժամանակավոր պաշտպանության փախստականի վկայականը համարվում է անձին միջազգային պաշտպանություն տվող փաստաթուղթ, որի կիրառման անհրաժեշտությունն առաջանում է ՀՀ տարածքից դուրս գտնվելու դեպքում և չի կարող խոչընդոտ հանդիսանալ անձի ՀՀ տարածք մուտք գործելիս:

Կառավարության 2011 թ. մարտի 24-ի N 297-Ն որոշման համաձայն, Հայաստանի Հանրապետությունում իրավասու մարմնի կողմից ՀՀ քաղաքացուն, ՀՀ փախստական ճանաչված և ապաստան ստացած անձին, ՀՀ բնակության իրավունք ունեցող՝ քաղաքացիություն չունեցող անձին տրամադրվում է վերադարձի վկայական, որը մեկանգամյա օգտագործման ճամփորդական փաստաթուղթ է, ինչը հնարավորություն է տալիս օտարերկրյա պետությունից շտապ վերադառնալ Հայաստանի Հանրապետություն՝ սահմանը հատելու իրավունք տվող օրինական փաստաթղթի բացակայության դեպքում:

Հաշվի առնելով այն հանգամանքը, որ վկայականի տրամադրման հարցը դեռևս շարունակում է արդիական մնալ, և դեռևս շարունակվում է վկայականի ստացման դիմումների ընդունումը, նախագծով նախատեսվում է N 1864-Ն որոշմամբ Հայաստանում ժամանակավոր պաշտպանություն ստացած անձանց կարգավիճակը երկարաձգել ևս մեկ տարով՝ մինչև 2025 թ.-ի դեկտեմբերի 31-ը՝ երկարաձգման հնարավորությամբ։ Բացի դա, նրանց հնարավորություն կտրվի ՀՀ տարածքից դուրս գտնվելու դեպքում ժամանակավոր պաշտպանության փախստականի վկայականով անխոչընդոտ մուտք գործել ՀՀ տարածք։
