ՀՀ Սահմանադրական դատարանը հրապարակել է հայ-ադրբեջանական սահմանազատման կանոնակարգի վերաբերյալ որոշումը։ Դատարանն օրեր առաջ էր քննել և որոշել, որ կանոնակարգը համապատասխանում է Սահմանադրությանը։ 33 էջանոց որոշումը, ըստ մասնագետների, հիմնականում ոչ թե կանոնակարգի, այլ ՀՀ Անկախության հռչակագրի մասին է։ Սահմանադրական դատարանը, որը Փաշինյանի պաշտոնավարման օրոք զտվեց և վերածվեց կույրաղիքի, ոչ ավելի, ոչ պակաս, հայտարարել է, թե Անկախության հռչակագիրն իրավական նշանակություն չունի։ «Անկախության հռչակագիրը «ծնողին խժռող զավակի» կվերածվի, եթե Սահմանադրությունում ամրագրված շրջանակից դուրս մեկնաբանվի։ Սահմանադրական երկիշխանության նպատակ երբեք այդ փաստաթուղթը չի ունեցել»,- նշել են դատավորները։

Ադրբեջանն արդեն ամիսներ շարունակ պնդում է, որ հարկավոր է սահմանադրական փոփոխություններ կատարել և նախաբանից հեռացնել Անկախության հռչակագիրը, որով սահմանվում էր Արցախի ինքնորոշման իրավունքը։ Փաշինյանն էլ գանցել է ոչ թե փոփոխություններ կատարելու, այլ ՍԴ որոշում կայացնելու, Հռչակագիրը թղթի կտոր հայտարարելու ճանապարհով։ Միայն մեկ դատավոր՝ Հրայր Թովմասյանն է հատուկ կարծիք գրել ու դեմ քվեարկել։ Միգուցե, այլ դատավորներ էլ դեմ քվեարկած լինեն, բայց գերակշիռ մեծամասնությունը մտել է այդ դավաճանական հանձնարարության տակ, և դակել վարչախմբի կեղտոտ հրահանգը։

Վաղ, թե ուշ թե՛ Փաշինյանը, թե՛ նրա կամակատարները կանգնելու են պատմության ու ժողովրդի դատաստանի առջև, իսկ մինչ այդ իրավական նոնսենսներով շարունակելու են աղավաղել իրավունքը։
