Ի պատասխան բլոգեր Ա․ Չախոյանի՝ հոկտեմբերի 10-ի ուղիղ եթերի և հոկտեմբերի 11-ին Երևանի քաղաքապետարանի դիմաց իրականացրած ակցիայի՝ տեղեկացնում եմ․

Ի պատասխան բլոգեր Ա․ Չախոյանի՝ հոկտեմբերի 10-ի ուղիղ եթերի և հոկտեմբերի 11-ին Երևանի քաղաքապետարանի դիմաց իրականացրած ակցիայի՝ տեղեկացնում եմ․
 
Բլոգերն իր խոսքում նշում է, որ համայնքային հողերը, այգիների տարածքները չպետք է վաճառվեն։ Նոր գլխավոր հատակագիծը թույլ է տալիս կանաչ գոտիները, այգիների տարածքները օտարել։ Ըստ այդմ՝ Վ․ Բալասանյանը Նոր Նորք վարչական շրջանում սկսել է հողազավթման գործընթաց և ներկայացրել է փաստաթղթեր՝ այն օրինականացնելու։
 
Տեղեկացնում եմ, որ նախորդ գլխավոր հատակագծով Երևան քաղաքում ներառված այգիները և կանաչ տարածքները ընդգրկված էին ՀԱՍԱՐԱԿԱԿԱՆ ՆՇԱՆԱԿՈՒԹՅԱՆ ԿԱՆԱՉ ՏԱՐԱԾՔՆԵՐԻ ԳՈՏԻՆԵՐ ձևակերպմամբ, ինչը համաձայն Հողային օրենսգրքի՝ չէր համադրվում 60-րդ հոդվածով առկա օտարման ոչ ենթակա հողերի ձևակերպման հետ։
 
Նոր գլխավոր հատակագծում Երևան քաղաքի այգիները, զբոսայգիները և պուրակները հին ձևակերպումից դուրս են եկել և ձևակերպվել են որպես ընդհանուր օգտագործման հողեր, մասնավորապես՝ զբոսայգիներ և պուրակներ, ինչը միանշանակ համապաասխանում է Հողային օրենսգրքի ձևակերպումներին։ Ըստ այդմ՝ կարելի է ենթադրել, որ առկա ձևակերպման պարագայում ՀԱՄԱՅՆՔԱՅԻՆ ԱՅԳՈՒ ՏԱՐԱԾՔՈՒՄ ԱՌԿԱ ՀՈՂԸ ՉԻ ԿԱՐՈՂ ՄԱՍՆԱՎՈՐԵՑՎԵԼ ԿԱՄ ՕՏԱՐՎԵԼ։
 
Իսկ վերաբերվում է Վ․ Բալասանյանի կողմից իրականացված գործողություններին, ապա հիշեցնեմ, որ դեռևս այս երկուշաբթի՝ գործակարգավարական խորհրդակցության ժամանակ ուղիղ եթերի ընթացքում քաղաքապետ Տիգրան Ավինյանին զեկուցվել է, որ ըստ էության հողազավթման աշխատանք չի իրականացվել, քաղաքապետարանի համապատասխան ստորաբաժանումների կողմից համայքային հողի վրա արվող աշխատանքները կանխվել և դադարեցվել են։
 
Միաժամանակ տեղեկացնում եմ, որ Վ․Բալասանյանի անունով այդ հողակտորի վերաբերյալ որևէ փաստթղթային հիմք կամ դիմում Երևանի քաղաքապետարանում առկա չէ։
