Հայոց Ցեղասպանության միջազգային ճանաչումն ու դատապարտումը Հայաստանի Հանրապետության առաջնահերթությունը չլինելու մասին Արարատ Միրզոյանի հայտարարությունը պետական մակարդակով անարգանք է Ցեղասպանության միլիոնավոր նահատակների հիշատակին։ Այն ուղղակիորեն ոտնահարում է Հայաստանի Հանրապետության հիմնադրի՝ հայ ժողովրդի հավաքական կամքն ու պատգամը Հայաստանի բոլոր իշխանություններին՝ միջազգայնորեն ճանաչելու և դատապարտելու 20-րդ դարի առաջին ցեղասպանությունը, ինչը տեղ է գտել Հայաստանի Հանրապետության հիմնադիր փաստաթղթում՝ Անկախության հռչակագրում։

«Պատմության ողբերգական անցքեր», «Հայոց Ցեղասպանությունն ուսումնասիրել» արտահայտությունները միանգամայն տեղավորվում են թուրքական կամ ադրբեջանական պաշտոնական խոսույթի տրամաբանության մեջ, որոնցով անթույլատրելիորեն նսեմացվում է Հայոց Ցեղասպանության նշանակությունը՝ որպես մարդկության դեմ ուղղված հանցագործություն, և հարցականի տակ է դրվում աշխարհի չորս տասնյակ երկրների ու միջազգային կազմակերպությունների կողմից Հայոց Ցեղասպանության ճանաչումը։

Հայոց Ցեղասպանության միջազգային ճանաչումն ու դատապարտումը ՀՀ արտաքին քաղաքական առաջնահերթությունների ցանկից հանելն էապես նվազեցնում է Հայաստանի Հանրապետության անվտանգության և միջազգային դերակատարման մակարդակը։ Մենք խոր ցավ ու ափսոսանք ենք հայտնում, որ Հայաստանի Հանրապետության արտաքին գործերի նախարարությունը՝ որպես պետական ինստիտուտ, որը պարտավոր է առաջնորդվել ազգային-պետական շահերով, անարձագանք է թողնում քաղաքական խմբի կամ առաջնորդի սխալ պատկերացումների հիման վրա ձևակերպվող նման քաղաքական դիրքորոշումը։

Մենք հասկանում ենք, որ Հայաստանը ներկայումս միջազգային բարդ իրադրության մեջ է, ինչը, սակայն, չի նշանակում, որ կարելի է հրաժարվել ազգային կենսական շահերից։ Հայոց Ցեղասպանության միջազգային ճանաչման և դատապարտման նպատակը դրա կրկնությունը թույլ չտալն է, իսկ ճանաչումից ու դատապարտումից պետականորեն հրաժարումը նոր ոճիրների առաջ դուռ կարող է բացել։
2023 թ․ մենք իրագործեցինք «ՀայաՔվե» քաղաքացիական օրենսդրական նախաձեռնությունը՝ քրեականացնելու Հայաստանի Հանրապետության անունից Արցախն Ադրբեջանի կազմում ճանաչելն ու Հայոց Ցեղասպանության նշանակությունը նսեմացնելը։ Հայաստանի Հանրապետության գործող վարչախումբը նշված երկու հանցագործությունն էլ իրականացնում է։ Մենք հետևողական ենք լինելու ինչպես այս հանցագործություններն իրականացնողներին պատասխանատվության ենթարկելու, այնպես էլ հայ ժողովրդի հավաքական իղձերը, մասնավորապես Արցախի ինքնորոշումն ու Հայոց Ցեղասպանության միջազգային ճանաչումն ու դատապարտումը կենսագործելու գործերում։ Այդ նպատակով առաջին հերթին պետք է հասնենք գործող հակապետական ու հակազգային վարչախմբի հեռացմանը։
