ԱՄՆ Սենատում ներկայացվել է Արցախում էթնիկ զտումները դատապարտող և վերադարձի իրավունքի իրացում պահանջող բանաձևի նախագիծ

Ամերիկյան սենատորներ Գարի Փեթերսը և Բիլ Քեսիդին Սենատում երկկուսակցական համապարփակ մի բանաձևի նախագիծ են ներկայացրել, որը դատապարտում է Ադրբեջանի կողմից Արցախի էթնիկ զտումները, կոչ է անում Ալիևի ցեղասպան ռեժիմի դեմ նպատակային պատժամիջոցներ սահմանել, պահանջում  անհապաղ ազատ արձակել ապօրինի գերության մեջ պահվեղ հայերին, ինչպես նաև ԱՄՆ կառավարությանը հորդորում է դադարեցնել ռազմական օգնությունն Ադրբեջանին և օժանդակել միջազգային պատշաճ պաշտպանվածությամբ՝ արցախահայության վերադարձի իրավունքի իրացմանը։ Այս մասին հայտնում են ՀՅԴ Բյուրոյի Հայ դատի կենտրոնական գրասենյակից:

«Մեկնաբանելով բանաձևի նախագծի շրջանառումը՝ Հայ դատի Ամերիկայի հանձնախմբի Վաշինգտոնի գրասենյակի գործադիր տնօրեն Արամ Համբարյանը նկատել է․ «Մենք ողջունում ենք սենատորներ Փիթերսի և Քեսիդիի կողմից Սենատում այս բանաձևի ներկայացումը, որպես Արցախի իրավունքների պաշտպանությանն ուղղված՝ Կոնգրեսի երկկուսակցական աջակցության ևս մեկ նշան: Խստորեն դատապարտելով Ադրբեջանի դաժան գործողությունները և կոչ անելով միջազգային վճռական միջոցների ձեռնարկման՝ այս բանաձևը վերահաստատում է ամերիկյան հավատարմությունն Արցախի իրավունքներին՝ ստեղծելով պատասխանատվության և արդարության ամուր շրջանակ»:

Բանաձևի համահեղինակ Բիլ Քեսիդին իր հերթին նկատել է. «Ադրբեջանը պատանդ է պահում Եվրոպային էներգիայի պատճառով, բայց Լուիզիանայում բավականաչափ էներգիա կա Եվրոպայի կարիքները բավարարելու համար: Աշխարհը չի կարող հանդուրժել բռնապետին»։

Ներկայացված բանաձևով մասնավորապես առաջարկվում է՝

  1. Արցախահայության շրջափակումն ու հետագա ռազմական գործողությունները որակել որպես էթնիկ զտում։
  2. Նպատակային պատժամիջոցներ սահմանել Արցախում հայ բնակչության դեմ հանցագործություններում ներգրավված ադրբեջանցի պաշտոնյաների դեմ։
  3. Արցախահայության վերադարձի իրավունքի իրացման համար միջազգային անվտանգային երաշխիքների տրամադրում, ինչն ի զորու կլինի կանխել նրանց նկատմամբ հերթական ագրեսիան։
  4. Ամերիկյան օժանդակության տրամադրում՝ Հայաստանում արցախահայության կարիքները պատշաճ հոգալու համար։ Նույն նպատակով ամերիկյան կառավարության կողմից միջազգային ջանքերի առաջնորդում։
  5. Ազատության աջակցության ակտի 907-րդ հոդվածի (907-րդ բանաձև) կիրարկում։
  6. Հայաստանի Հանրապետության անվտանգությանն աջակցություն՝ ԱՄՆ-Հայաստան գործընկերության զարգացում անվտանգության ոլորտում։
  7. Ամերիկյան դիվանագիտության հավելյալ ակտիվություն Հարավային Կովկասում՝ նպաստելու Ադրբեջանի կողմից անարդարացիորեն բանտարկված բոլոր հայերի ազատ արձակմանը,
  8.  Ամերիկյան դիվանագիտության հավելյալ ակտիվություն՝ Լեռնային Ղարաբաղի հայկական մշակութային ժառանգության պաշտպանության գործում։

Բանաձևի տեքստում հատուկ անդրադարձ կա հայ ռազմագերիների խնդրին՝ պահանջելով ամերիկյան միջնորդություն վերջիններիս ազատ արձակման միջազգային ջանքերում։

Բանաձևի տեքստում նաև ընդգծում է՝ միջազգային իրավական փորձագետները, այդ թվում՝ Միջազգային քրեական դատարանի նախկին գլխավոր դատախազ Լուիս Մորենո Օկամպոն և ՄԱԿ-ի Գլխավոր քարտուղարի Ցեղասպանության կանխարգելման հարցերով նախկին հատուկ խորհրդական Խուան Մենդեսը նշել են՝ Ադրբեջանի կողմից Լեռնային Ղարաբաղի շրջափակումը խախտում է ՄԱԿ-ի ցեղասպանության կոնվենցիան։

Հայ դատի Ամերիկայի հանձնախումբը շարունակում է աշխատանքները՝ ինչպես այս, այնպես և համանման այլ բանաձևերի շուրջ, հնարավորինս մեծ կոնգրեսական աջակցություն ապահովելու և առաջիկայում դրանց ընդունմանը հասնելու ուղղությամբ»:
