Հայաստանի աշխատանքային օրենսգրքում և «Նվազագույն ամսական աշխատավարձի մասին» օրենքում առաջարկվող փոփոխություններով նախատեսվում է կրճատել աշխատաժամանակի տևողությունը՝ պահպանելով աշխատավարձի չափը։ Նախագիծը հրապարակվել է e-draft իրավական ակտերի նախագծերի միասնական հարթակում։ Ըստ նախագծի, օրական աշխատանքային ժամերի քանակը նախատեսվում է կրճատել 8 ժամից մինչև 7 ժամ, շաբաթական աշխատանքային ժամերի քանակը՝ 40 ժամից մինչև 35 ժամ, փոփոխությունները չեն հանգեցնի աշխատավարձերի կրճատման, և նվազագույն աշխատավարձը կվերանայվի՝ համահունչ նոր աշխատաժամանակին։

ՀՀ աշխատանքի և սոցիալական հարցերի նախարարությունը պնդում է, թե փոփոխությունների արդյունքում ակնկալվում է ծախսերի և եկամուտների որոշակի աճ՝ կապված հնարավոր նոր հաստիքների ստեղծման հետ։ Սակայն ընդհանուր առմամբ, պետական բյուջեի վրա անմիջական բացասական ազդեցություն չի կանխատեսվում։

Գործող իշխանություններն իրենց պաշտոնավարման վեցամյա ընթացքում բազմաթիվ նման ռեֆորմներ են առաջարկել, որոնք, սակայն, այդպես էլ մնացել են թղթի վրա։ Բանն այն է, որ առաջարկվող փոփոխությունը վերաբերելու է միայն պետական հիմնարկներին, որտեղ առանց այն էլ բուռն աշխատելու մարմաջով չեն տառապում։ Իսկ մասնավոր հիմնարկներում աշխատանքային օրենսգրքի պահպանումն ինչպես եղել է թղթի վրա, այնպես էլ շարունակելու է մնալ։

Իրականում, որևէ տարբերություն չկա՝ պետական հաստատությունում 7, թե 8 ժամ կաշխատեն։ ՀՀ-ում աշխատողների մեծ մասը մասնավոր հիմնարկներում և ընկերություններում են աշխատում, և իրական արդյունքների հասնելու համար հարկավոր է նախ ապահովել նրանց իրավունքների պաշտպանությունը։ Այլապես, այս ռեֆրոմն էլ վերածվելու է ռեստորաններում սեղաններին աղ դնելու կամ չծխելու ձախողված բարեփոխման։
