Հայաստանի արտաքին հետախուզության ծառայությունը «ՀՀ 2025 թվականի արտաքին անվտանգության ռիսկերի վերաբերյալ» զեկույց է հրապարակել, որն արդեն արժանացել է մասնագետների բուռն քննադատությանը։ Ահռելի գումարներով ստեղծված և կարևոր նշանակություն ունեցող ծառայության զեկույցը, ըստ ոլորտի փորձագետների, ավելի շուտ մանկամիտ պատկերացումներով և իշխանական կեղծ նարատիվներով շարադրություն է, քան անվտանգային ռիսկեր կանխատեսող և կանխող գերատեսչության զեկույց։

Ծառայությունը հայտնել է, թե Ադրբեջանի կողմից Հայաստանի դեմ լայնամասշտաբ ռազմական հարձակման հավանականությունը բարձր չի գնահատում։ Այս կանխատեսումը, ինչպես նշված է զեկույցի նախաբանում, հիմնվում է 2023-2024 թվականների զարգացումների՝ գնահատականի վրա։ «Տարբեր փաստերի, տեղեկությունների ու երևույթների վերլուծության հիման վրա սույն զեկույցի հրապարակման պահի դրությամբ Ադրբեջանի կողմից Հայաստանի դեմ լայնամասշտաբ ռազմական հարձակման հավանականությունը բարձր չենք գնահատում», - նշում է կառույցը։

Տարեսկզբին Ադրբեջանի նախագահը Հայաստանն անվանել էր ֆաշիստական պետություն, մի շարք այլ հայտարարություններ արել, այդ թվում՝ չէր շրջանցել նաև այսպես կոչված «Արևմտյան Ադրբեջանի», «Զանգեզուրի» միջանցքի թեմաները: Նիկոլ Փաշինյանն էլ մոտ երեք տարի Ադրբեջանի հետ խաղաղության պայմանագրի շուրջ բանակցելուց հետո հայտարարել էր՝ Բաքուն փորձում է տարածաշրջանում էսկալացիայի «լեգիտիմություն» ձևավորել:

Քրիստինե Գրիգորյանի ղեկավարած Արտաքին հետախուզության ծառայությունն իր զեկույցում միաժամանակ նկատում է՝ «պայմանագրահենք խաղաղության և միջպետական հարաբերությունների բացակայության պայմաններում որպես Հայաստանի դեմ ուժի սպառնալիքի ադրբեջանական քաղաքականության գործիքակազմի մաս կշարունակի պահպանվել սահմանին տեղային լարվածությունների և էսկալացիայի առաջացման ռիսկը, որի որոշակի նվազեցման երաշխիք կարող է լինել սահմանազատման և սահմանագծման գործընթացի սահուն շարունակությունը»։

Առնվազն տարօրինակ է, որ նման ծառայությունը կարող է Ադրբեջանի պես երկրի հետ որևէ պայմանագիր անվտանգային ռիսկեր կանխող գործիք համարել՝ հաշվի առնելով պատմական փորձը։ Ըստ էության, գործ ունենք մի իրավիճակի հետ, երբ այս ծառայությունը պարզապես հերթական անգամ փորձում է հանգստացնել հանրությանը, և դա անում է չափազանց ապաշնորհ կերպով։
