Մարտի 30-ին Գյումրիում կայանալիք ընտրությունները դաժան փորձություն են դառնալու գործող իշխանությունների համար։ Առաջադրվող թեկնածուների մեջ իշխանական թեկնածուն ոչ բավարար վարկանիշ ունի, ոչ հնարավորություն հաղթելու։ Իսկ պարտությունը երկրորդ քաղաքում ծանր հետևանքներ է ունենալու նիկոլական իշխանության համար։ Առավել ևս, որ հիմնական ընդդիմադիր թեկնածուները չեն էլ թաքցնում՝ պայքարում են ոչ թե քաղաքապետի պաշտոնի, այլ Փաշինյանին պաշտոնանկ անելու համար։

ՔՊ մեր աղբյուրների փոխանցմամբ, Փաշինյանն անձամբ է համակարգելու ընտրությունները, վարչական ու ֆինանսական ռեսուրսների կիրառումը, ոստիկանական բռնաճնշումները, թեկնածուների նկատմամբ հետապնդումները։ Ավելին, Գյումրիում մեծ ազդեցություն ունեցող բազմաթիվ անձանց պարտադրում են տարբեր մեթոդներով աշխատել իշխանության օգտին։ Օրերս քրեական վարույթ է նախաձեռնվել Գյումրիի նախկին քաղաքապետ Սամվել Բալասանյանի նկատմամբ։ Նրան հետախուզում է հայտարարվել, նրա նկատմամբ խափանման միջոց է ընտրվել կալանքը: Մեղադրանքն առնչվում է Գյումրիի պատմական «Սև բերդ» ամրոցի հարակից հողամասերի օտարմանը, որի շրջանակներում տնային կալանքի տակ է նախկին քաղաքապետի որդին՝ գործարար Խաչատուր Բալասանյանը:

Բալասանյաններին տեղեկացրել են, որ հետախուզումը կարող է հանվել, իսկ քրեական վարույթները՝ կարճվել, եթե նրանք իրենց ռեսուրսներով աշխատեն Սարիկ Մինասյանի օգտին։ Ճնշումները ոչ միայն նախկին քաղաքապետի ու նրա ընտանիքի, այլև Գյումրիում ազդեցիկ այլ անձանց նկատմամբ են կիրառվելու։ Մասնավորապես, այս օրերին թարմացվում են քրեական վարույթները քրեական հեղինակությունների նկատմամբ, նրանց կանչում են ՔԿ վարչություն, բաց տեքստով ասում, եթե իշխանությունը չհաղթի, իրենց ձերբակալելու են։
