Եվրոպական Միությանն անդամակցության գործընթացի մեկնարկի մասին ՀՀ «օրենքի նախագիծը» Ազգային Ժողովի քառօրյա նիստերի օրակարգում ընդգրկելը գործող վարչախմբի կողմից պետական մակարդակով խաբեություն է․ այն ծաղր է հայ ժողովրդի՝ Եվրոպական Միությանն անդամակցել ցանկացող հատվածի հանդեպ։ Եվրոպական Միությունը Հայաստանին իր անդամը տեսնելու լուրջ ու գործնական որևէ նշան մինչ այժմ ցույց չի տվել, ավելին՝ ԵՄ-ին անդամակցումը տեղի է ունենում ստանդարտ ընթացակարգերով, որոնք ՀՀ-ի դեպքում այսօր պարզապես առկա չեն։

Հայաստանի Հանրապետությունն ինտեգրացիոն մեկ այլ կառույցի՝ Եվրասիական տնտեսական միության (ԵԱՏՄ) անդամ է, և մնալով այդ կառույցի կազմում և միաժամանակ սկսելով մեկ այլ Միությանն անդամակցության գործընթացի իմիտացիա՝ գործող քաղաքական ռեժիմը գնում է հերթական վտանգավոր արկածախնդրության՝ դրա թե՛ տնտեսական, թե՛ քաղաքական հետևանքներով։

Այս պայմաններում անհեթեթություն է դառնում օրենսդրական նման նախաձեռնությունը, ավելին՝ այն կարող է հանգեցնել ԵԱՏՄ-ում բազմաթիվ անցանկալի հետևանքների։ Բացի այս ամենից, նշված օրենքի նախագծի տեքստն իրականում սոսկ անբովանդակ հայտարարություն է, որը որևէ իրավական հետևանք չունի ո՛չ երկրի ներսում, ո՛չ դրսում։ Վերոնշյալը հիմք է տալիս պնդելու, որ օրենսդրական այս նախաձեռնությամբ՝ գործող վարչախումբը ստեղծում է եվրաինտեգրման կեղծ պատրանք՝ առաջիկա ընտրություններին իրենից հիասթափված քաղաքացիների ձայները գողանալու համար։

Հաշվի առնելով վերոնշյալը՝ հորդորում ենք Ազգային ժողովի բոլոր խմբակցություններին և անհատ պատգամավորներին ձեռնպահ մնալու այս անհեթեթ օրենքի նախագծի օգտին քվեարկելուց, իսկ եթե այնուամենայնիվ գործող վարչախումբը պարտադրանքի միջոցով ընդունել տա այն՝ դիմել Սահմանադրական դատարան՝ քննելու նրա համապատասխանությունը ՀՀ Սահմանադրությանը։
