Եկամուտների համընդհանուր հայտարարագրման համակարգը վերջին օրերին կրկին բուռն քննարկումների առիթ է դարձել։ Համակարգի քննադատներն օբյեկտիվորեն նշում են, որ իշխանությունն այդկերպ փորձում է միջամտել մարդկանց անձնական կյանքին, խախտում է բանկային գաղտնիքը։ Այս համակարգով Նիկոլ Փաշինյանը մտնում է յուրաքանչյուր հայաստանցու գրպանը։ Խնդիրն այն է, որ պետական համակարգը և, մասնավորապես, Պետեկամուտների կոմիտեն, որոնք առնչություն ունեն հայտարարագրման համակարգի ներդրման հետ, բացարձակապես պատրաստ չեն։ Պատրաստ չեն եղել նաև անցած տարի, երբ սահմանափակ թվով անձինք էին պարտավոր հայտարարագրեր ներկայացնել։

Ըստ գաղափարի, երբ համակարգը ներդրվում էր, հավելվածը պետք է այնպես լիներ, որ յուրաքանչյուրը կարողանար փոփոխություններ կատարել իր տվյալներում, տեղեկություններ ավելացներ, նաև տվյալներում հստակ նշված լիներ, թե որ գումարն ինչ եղանակով է ստացվել, նվե՞ր է, թե՞ վարձատրություն, աշխատավա՞րձ, թե՞ այլ եկամուտ։

Իրականում ոչ անցյալ տարի, ոչ էլ հիմա բանկային համակարգը, ըստ էության, նման տվյալներ մեխանիկորեն չի տալիս, մարդիկ ստիպված են որպես պարտաճանաչ հարկատուներ գնալ, տեղեկանքներ ստանալ, անձամբ հավաստել ամեն գումարի ծագումը։ Իսկ դա հավելյալ բեռ է մարդկանց համար, որոնք մի քանի հազար դրամ են տալիս ամեն տեղեկանքի համար։

Սա վկայում է, որ պետությունն էլ պատրաստ չի համակարգի ներդրմանը, փոխարենն ընտրել է մարդկանցից գումար քերելու մեթոդը, որը որևէ լավ տեղ չի տանելու։ Ձախողել են կենսաչափական նույնականացման համակարգի ներդրումը, հարյուր հազարավոր մարդիկ մինչ օրս ID-քարտեր դեռ չեն ստացել, հայտնի էլ չէ՝ կստանա՞ն մինչև նոյեմբեր, երբ ավարտվում է 2024 թ. հայտարարագրերի ներկայացման վերջնաժամկետը, թե՚ ոչ։
