Գորիսում երեկ բացվել է Ֆրանսիայի պատվո հյուպատոսի գրասենյակը, որի բացման արարողությանը մասնակցել են Հայաստանում Ֆրանսիայի դեսպանը, Գորիսի քաղաքապետը, ֆրանսիացի պատգամավորներ, նաև բարձրաստիճան պաշտոնյաներ ու Հայաստանի Ազգային ժողովի պատգամավորներ։ Ու թեպետ Հայաստանի իշխանությունները Գորիսում պատվո հյուպատոսության գրասենյակի բացումը գրեթե տիեզերական մասշտաբի իրադարձություն են ներկայացնում, ակնհայտ է, որ գլխավոր հյուպատոսության փոխարեն պատվո հյուպատոսի գրասենյակ բացելը իրականում հետքայլ է, ըստ որոշ մասնագետների կիսաքայլ, որն ընդամենը թեթև տեղեկատվական հնարավորություններ է տալիս հայկական կողմին։

Թե ինչո՞ւ Ֆրանսիան Սյունիքում գլխավոր հյուպատոսության փոխարեն ավելի ցածր կարգավիճակ ունեցող գրասենյակ բացեց, անձամբ համաժողովում բարձրացրել է Հայաստանում Ֆրանսիայի դեսպան Օլիվյե Դըկոտինյին, ինքն էլ պատասխանել։ «Ինչո՞ւ հյուպատոսություն չէ, քանի որ Սյունիքում բավարար թվով ֆրանսիացիներ չեն բնակվում, որպեսզի հյուպատոսություն բացվի, բայց սա ավելին է, քան հյուպատոսությունը, քանի որ պատվո հյուպատոսի գրասենյակում լինում են գործողություններ, և Գորիսում ու Սյունիքում հայերն ու ֆրանսիացիները գործում են ձեռք ձեռքի տված»,- ասել է Դըկոտինյին։

Ֆրանսիայի դեսպանի հայտարարությունն ընդամենը հայկական կողմին հանգստացնելու փորձ է։ Նշենք, որ Սյունիքում առանձնապես իրանցիներ էլ չեն բնակվում, բայց 2022 թ․-ին Կապանում Իրանը հենց գլխավոր հյուպատոսություն էր բացել։ Կապանում գլխավոր հյուպատոսություն բացելու ցանկություն ունի նաև Ռուսաստանը՝ շուրջ 3 տարի։ Հայկական կողմը շարունակում է խուսանավել, թույլտվություն չտալ։ Ընդհուպ Մոսկվայից արդեն բացահայտ պահանջներ են հնչում, թույլատրել հյուպատոսության բացումը, բայց Հայաստանի արտգործնախարարը, նույնիսկ Սերգեյ Լավրովի այցից հետո այդպես էլ դեռ հստակ պատասխան չի տվել։ Ինչը վկայում է, որ հայկական կողմն ավելի նախընտրում է աշխատել իրանցիների կամ ֆրանսիացիների, քան Ռուսաստանի հետ։

Մի կողմից, հաշվի առնելով Հայաստանի գործող իշխանությունների հակառուսական քաղաքականությունը, կարելի է օբյեկտիվ համարել Ռուսաստանի գլխավոր հյուպատոսության բացումը չթույլատրելու հանգամանքը, մյուս կողմից, սակայն Ռուսաստանի ներկայացուցչության բացումը հնարավորություններ կտար Հայաստանին, ինչպես նաև կավելացներ Սյունիքի անվտանգային մակարդակը։ Ըստ ամենայնի, հենց ադրբեջանական նկրտումներով և պահանջներով է պայմանավորված, որ Ռուսաստանի գլխավոր հյուպատոսություն այդպես էլ չի բացվում, Ֆրանսիան էլ ավելի ցածր մակարդակի կառույց է ստեղծել։
