Արցախցիների իրավունքների պաշտպանության խորհուրդը հուլիսի 12-ից բողոքի ակցիաներ է անում Ազատության հրապարակում, ապա և կառավարության դիմաց՝ պահանջելով Հայաստանի գործող իշխանություններից կատարել իրենց պարտավորությունները և ապահովել արցախցիների սոցիալական խնդիրների լուծումը։ Երեկ էլ արցախցիների ներկայացուցիչները կառավարությունում հանդիպել են բարձրաստիճան պաշտոնյաների, հանդիպումը պլանավորածից երկար է տևել։ Արցախի ՄԻՊ Գեղամ Ստեփանյանի խոսքով, բնակվարձի ծրագիրը շարունակելու հնարավորության շուրջ որևէ ձևով համաձայնություն չի եղել։ «Նշեցին, թե կառուցողական են տրամադրված ծրագրերի բարելավումների նկատմամբ, սակայն ես իմ փորձից կարող եմ ասել, որ անիմաստ է»,- նշել է Ստեփանյանը։

Խորհրդի ներկայացուցիչները հանդիպել են փոխվարչապետ Տիգրան Խաչատրյանի գրասենյակի ղեկավար Արման Ադիլխանյանի և սոցիալական հարցերի նախարարի տեղակալ Դավիթ Խաչատրյանի հետ։ Արցախի մարդու իրավունքների պաշտպանն արձանագրում է, թե արցախցիների անօթևան մնալը կառավարության համար հիմնավոր պատճառ չէ և թերևս դրանով է պայմանավորված, որ վարչապետի աշխատակազմի ղեկավարի տեղակալ, տխրահռչակ Տարոն Չախոյանն էր դուրս եկել լրագրողների մոտ, հայտարարելով, որ անօթևաններ կան նաև Գյումրիում, և միայն արցախցիները չեն, որ սոցիալական խնդիրներ ունեն։

Փաստացի, գործող իշխանություններն ամեն ինչ անում են արցախցիներին Հայաստանից դուրս մղելու, նրանց քաղաքական ակտիվությունը նվազեցնելու, ինչպես նաև ճնշելու և պատժելու համար։ Եվ առաջիկայում նման վերաբերմունքը գնալով ավելի խորանալու է։ ԱԺ ընդդիմադիր պատգամավոր, անվտանգային հարցերի փորձագետ Տիգրան Աբրահամյանի գնահատմամբ, արցախցիների նկատմամբ իշխանության դրսևորած պահվածքն ապօրինություններից մինչև անհարգալից վերաբերմունք ունի մեկ պատճառ, որի անունն է Նիկոլ Փաշինյան։ «Փաշինյանն ամեն գնով փորձում է թաղել այն ամենը, ինչ կապված է Արցախի հետ՝ դրանով փորձելով և հանձնումը մոռացության տալ, և գոհացնել թուրք-ադրբեջանական տանդեմին»,- նշում է պատգամավորը։ Իսկ արցախցիների դեմ նման քայլերով իշխանությունը ոչ միայն տեղում է փորձում ապահովել իր անվտանգությունը, այլ նաև կատարել Իլհամ Ալիևի պահանջները և ցույց տալ իր հավատարմությունն այսպես կոչված կարգավորման գործընթացին։
