Ուկրաինային տրվելիք անվտանգության երաշխիքները, որոնք համաձայնեցվում են եվրոպական երկրների և Միացյալ Նահանգների միջև, բաղկացած կլինեն երկու մակարդակից։  Այս մասին օգոստոսի 22-ին Կիևում Ուկրաինայի նախագահ Վլադիմիր Զելենսկիի հետ համատեղ մամուլի ասուլիսում հայտարարել է ՆԱՏՕ-ի գլխավոր քարտուղար Մարկ Ռյուտեն, հաղորդում է eurointegration.com.ua կայքը:

Նա նշել է Ուկրաինայի, Միացյալ Նահանգների և Եվրոպայի համատեղ աշխատանքի կարևորությունը՝ ապագա անվտանգության երաշխիքների շուրջ: Նրա խոսքով՝ այժմ համաձայնություն կա, որ երաշխիքների երկու մակարդակ կլինի:

«Առաջին մակարդակը, ըստ էության, կլինի որևէ տեսակի խաղաղության համաձայնագրի կամ հրադադարի հաստատումը, կամ երկուսի համադրությունը։ Հետևաբար, առաջին մակարդակը կլինի ապահովել, որ Ուկրաինայի զինված ուժերը հնարավորինս ամրապնդվեն, որպեսզի դրանք կարողանան դիմակայել ցանկացած դժվարության», - ասել է ԱՏՕ-ի գլխավոր քարտուղարը։

Երկրորդ մակարդակը, ըստ Ռյուտեի, «այն երաշխիքներն են, որոնք կտրամադրեն Միացյալ Նահանգներն ու Եվրոպան»։

«Մենք իրականում աշխատում ենք այս ուղղությամբ։ Եվ, ինչպես բոլորս գիտենք, Բուդապեշտի հուշագիրը և Մինսկի բանակցությունները  իրական երաշխիքների չհանգեցրին։ Եվ մեր նոր երաշխիքները չպետք է այդպիսին լինեն», - ասել է նա։

Ռյուտեն ընդգծել է, որ ապագա երաշխիքները պետք է լինեն այնպիսի մակարդակի, որ «ՌԴ նախագահ Վլադիմիր Պուտինը, Մոսկվայում նստած, երբեք անգամ չմտածի Ուկրաինայի վրա հարձակվելու մասին»։
