Կառավարության այսօրվա՝ հոկտեմբերի 23-ի նիստում չզեկուցվող հարցերի փաթեթի հարցերից մեկը վերաբերում է «Տոների ու հիշատակօրերի մասին» օրենքում փոփոխություններ ու լրացումներ կատարելու։ Այն Կառավարությանն է ներկայացրել Արդարադատության նախարար Սրբուհի Գալյանը։

Հիշեցնենք, որ ԱԺ պատգամավորներ Ռուբեն Ռուբինյանն ու Գեղամ Նազարյանն են նախագիծը շրջանառության մեջ դրել։ «Հունվարի 27-ին հիշենք ու հարգանքի տուրք մատուցենք և խոնարհվենք զոհերի առաջ, իսկ հունվարի 28-ին արդեն տոնենք Բանակի օրը», - հայտարարել էր ԱԺ փոխխոսնակ Ռուբեն Ռուբինյանը։

Այս նախագծի շուրջ Կառավարությունն էլ իր հիմնավորումն է տվել, մասնավորապես նշելով՝ չկա հատուկ օր նվիրված բոլոր ժամանակների ռազմական գործողությունների ընթացքում զոհված զինծառայողների և այլ անձանց հիշատակը հարգելուն և մեծարելուն։ Հետևաբար մարդիկ զոհվածների հիշատակը հարգում են կամ տարբեր ռազմական իրադարձությունների նշման, կամ հունվարի 28-ին՝ Բանակի օրը, որն ավելի շատ տոնական օր է, քան հիշատակի։

Վերոնշյալից բխում է, որ Նախագծի նպատակն է բոլոր ժամանակների ռազմական գործողությունների ընթացքում զոհված զինծառայողների և այլ անձանց հիշատակը հարգել։ Մինչդեռ՝ նախատեսված լրացման արդյունքում «հիշատակի և խոնարհումի օր» ձևակերպումից պարզ չէ, թե ում հիշատակին է նշված օրը նվիրված, ուստի առաջարկում ենք Նախագծով նախատեսված լրացումը վերանայել։

Բացի այդ, Նախագծի հիմնավորմամբ, որպես ակնկալվող արդյունք, նշվել է, որ Նախագծի ընդունմամբ կստեղծվեն իրավական հիմքեր բոլոր ժամանակների ռազմական գործողությունների ընթացքում զոհվածների հիշատակը հարգելու և հայրենիքի համար ընկածների հիշատակի առջև խոնարհվելու ուղղությամբ միջոցառումներ ու ծրագրեր մշակելու և իրականացնելու, այդ նպատակով պետական և հասարակական հատվածի համագործակցությունը, ինչպես նաև հանրային կրթության ծրագրերը խթանելու համար։
